2323 This Act may be cited as the ‘‘Safeguarding Social 4
2424 Security and Medicare Act’’. 5
2525 SEC. 2. FINDINGS. 6
2626 Congress finds the following: 7

3030 (1) Congress must protect the resiliency and 1
3131 longevity of Social Security and Medicare. 2
3232 (2) 71.7 million people receive Social Security 3
3333 benefits and 66.6 million people receive Medicare 4
3434 benefits. 5
3535 (3) Medicare is critical to our elderly and dis-6
3636 abled population and their families. 7
3737 (4) Social Security benefits are necessary for 8
3838 our elderly population who already survive on limited 9
3939 budgets. 10
4040 (5) Seniors earn their benefits after contrib-11
4141 uting their payroll taxes for decades. 12
4242 (6) American workers are contributing with the 13
4343 promise of a financially secure future for themselves 14
4444 and their families. 15
4545 (7) The increased cost of living and record lev-16
4646 els of inflation continue to put a financial strain on 17
4747 every American, especially those on Social Security 18
4848 and Medicare. 19
4949 (8) It is necessary to carry out a study to un-20
5050 derstand how cost of living and inflation projections 21
5151 will affect Social Security and Medicare and to pro-22
5252 vide recommendations to Congress. 23

5656 SEC. 3. STUDY ON SOCIAL SECURITY AND MEDICARE. 1
5757 Not later than 1 year after the date of enactment 2
5858 of this Act, the Comptroller General shall conduct a study 3
5959 and submit a report to Congress on the following: 4
6060 (1) The effect of inflation and cost of living in-5
6161 creases on Medicare and the Old-Age Survivor and 6
6262 Disability Insurance program under title II of the 7
6363 Social Security Act (42 U.S.C. 401 et seq.). 8
6464 (2) Recommendations on any legislative actions 9
6565 necessary to improve the ability to provide full bene-10
6666 fits under such programs. 11
