A BILL 
To direct the Comptroller General of the United States to 
carry out a study relating to the resiliency of Social 
Security and Medicare. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Safeguarding Social 4
Security and Medicare Act’’. 5
SEC. 2. FINDINGS. 6
Congress finds the following: 7

(1) Congress must protect the resiliency and 1
longevity of Social Security and Medicare. 2
(2) 71.7 million people receive Social Security 3
benefits and 66.6 million people receive Medicare 4
benefits. 5
(3) Medicare is critical to our elderly and dis-6
abled population and their families. 7
(4) Social Security benefits are necessary for 8
our elderly population who already survive on limited 9
budgets. 10
(5) Seniors earn their benefits after contrib-11
uting their payroll taxes for decades. 12
(6) American workers are contributing with the 13
promise of a financially secure future for themselves 14
and their families. 15
(7) The increased cost of living and record lev-16
els of inflation continue to put a financial strain on 17
every American, especially those on Social Security 18
and Medicare. 19
(8) It is necessary to carry out a study to un-20
derstand how cost of living and inflation projections 21
will affect Social Security and Medicare and to pro-22
vide recommendations to Congress. 23

SEC. 3. STUDY ON SOCIAL SECURITY AND MEDICARE. 1
Not later than 1 year after the date of enactment 2
of this Act, the Comptroller General shall conduct a study 3
and submit a report to Congress on the following: 4
(1) The effect of inflation and cost of living in-5
creases on Medicare and the Old-Age Survivor and 6
Disability Insurance program under title II of the 7
Social Security Act (42 U.S.C. 401 et seq.). 8
(2) Recommendations on any legislative actions 9
necessary to improve the ability to provide full bene-10
fits under such programs. 11
