To designate the General George C. Marshall House, in
the Commonwealth of Virginia, as an affiliated area of
the National Park System, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. ESTABLISHMENT OF THE GENERAL GEORGE C. 3
MARSHALL HOUSE AS AN AFFILIATED AREA. 4
(a) I
NGENERAL.—The General George C. Marshall 5
House, in the Commonwealth of Virginia, is established 6
as an affiliated area of the National Park System. 7
(b) D
ESCRIPTION OFAFFILIATEDAREA.—The affili-8
ated area shall consist of the area generally depicted as 9

the ‘‘General George C. Marshall House Property, Lees-1
burg, Virginia’’ on the map titled ‘‘General George C. 2
Marshall House, Proposed Affiliated Area’’, numbered 3
999/189,974, and dated September 2023. 4
(c) A
DMINISTRATION.—The affiliated area shall be 5
managed in a manner consistent with— 6
(1) this Act; and 7
(2) any law generally applicable to units of the 8
National Park System. 9
(d) M
ANAGEMENTENTITY.—The George C. Marshall 10
International Center shall be the management entity for 11
the affiliated area. 12
(e) A
GREEMENTS.—The Secretary of the Interior (re-13
ferred to in this section as the ‘‘Secretary’’)— 14
(1) may provide technical assistance and enter 15
into cooperative agreements with the management 16
entity for the purpose of providing financial assist-17
ance for the marketing, marking, interpretation, and 18
preservation of the affiliated area; and 19
(2) shall enter into an agreement with the man-20
agement entity that delineates the roles and respon-21
sibilities for the management of the area consistent 22
with the policies and standards that apply to units 23
of the National Park System. 24

(f) LIMITEDROLE OF THESECRETARY.—Nothing in 1
this Act authorizes the Secretary to acquire property at 2
the affiliated area or to assume managerial or financial 3
responsibility for the operation, maintenance, or manage-4
ment of the affiliated area. 5
(g) P
RIVATEPROPERTYPROTECTION.—Nothing in 6
this Act affects the land use rights of private property 7
owners adjacent to the General George C. Marshall House. 8

OBUFFERZONES.— 9
(1) I
N GENERAL.—Nothing in this Act shall be 10
construed to create buffer zones outside of the Gen-11
eral George C. Marshall House. 12
(2) A
CTIVITY OR USE OUTSIDE THE GENERAL 13
GEORGE C. MARSHALL HOUSE.—The fact that an ac-14
tivity or use can be seen, heard, or detected from 15
within the George C. Marshall House shall not pre-16
clude, limit, control, regulate, or determine the con-17
duct or management of activities or uses outside of 18
the George C. Marshall House. 19
