3333 N GENERAL.—Not later than 180 days 5
3434 after the date of the enactment of this Act, the Sec-6
3535 retary of State, in consultation with the Secretary of 7
3636 Defense, shall develop and submit to the appropriate 8
3737 congressional committees a report that includes a 9
3838 strategy to increase membership in the Comprehen-10
3939 sive Security Integration and Prosperity Agreement 11
4040 (CSIPA), done at Washington, DC on September 9– 12
4141 13, 2023. 13

4343 LEMENTS.—The report required by para-14
4444 graph (1) shall also include— 15
4545 (A) an analysis of— 16
4646 (i) the comprehensive strategic bene-17
4747 fits of CSIPA, including improving joint 18
4848 military readiness in the Middle East, en-19
4949 hancing shared economic interests, collabo-20
5050 rating on advanced technological and sci-21
5151 entific pursuits, and building stronger re-22
5252 gional alliances to improve stability and 23
5353 counter mutual threats; 24
5454 (ii) the role of CSIPA in supporting 25
5555 rapid and effective responses following the 26

7373 be altered to foster broader regional secu-15
7474 rity integration, bolster mutual deterrence 16
7575 against external threats, and expand co-17
7676 operation in the fields of commerce, 18
7777 science, and technology; 19
7878 (vi) requirements for resources and 20
7979 capabilities that can be provided to expand 21
8080 CSIPA membership; and 22
8181 (vii) domestic and regional factors or 23
8282 barriers among allied countries of the 24

9292 TRATEGY.— 6
9393 (1) I
9494 N GENERAL.—Not later than 180 days 7
9595 after the submission of the report required by sub-8
9696 section (a), the Secretary of State shall develop and 9
9797 submit to the appropriate congressional committees 10
9898 a strategy on how to best engage allied countries in 11
9999 the Middle East and outside of the Middle East to 12
100100 join CSIPA and affirmative steps the Administration 13
101101 can take to increase membership in that agreement. 14

103103 RIEFING REQUIRED.—Not later than 60 15
104104 days after the date on which the Secretary develops 16
105105 the strategy required by this subsection, the Sec-17
106106 retary shall submit to the appropriate congressional 18
107107 committees a briefing on a plan for implementing 19
108108 the strategy. 20

110110 ORM.—The report required by subsection (a) 21
111111 and the strategy required by subsection (b) shall be sub-22
112112 mitted in unclassified form, but may contain a classified 23
113113 annex. 24
