REPORT AND STRATEGY ON INCREASING MEMBER-1 SHIP IN THE COMPREHENSIVE SECURITY IN-2 TEGRATION AND PROSPERITY AGREEMENT. 3 (a) R EPORT.— 4 (1) I N GENERAL.—Not later than 180 days 5 after the date of the enactment of this Act, the Sec-6 retary of State, in consultation with the Secretary of 7 Defense, shall develop and submit to the appropriate 8 congressional committees a report that includes a 9 strategy to increase membership in the Comprehen-10 sive Security Integration and Prosperity Agreement 11 (CSIPA), done at Washington, DC on September 9– 12 13, 2023. 13 (2) E LEMENTS.—The report required by para-14 graph (1) shall also include— 15 (A) an analysis of— 16 (i) the comprehensive strategic bene-17 fits of CSIPA, including improving joint 18 military readiness in the Middle East, en-19 hancing shared economic interests, collabo-20 rating on advanced technological and sci-21 entific pursuits, and building stronger re-22 gional alliances to improve stability and 23 counter mutual threats; 24 (ii) the role of CSIPA in supporting 25 rapid and effective responses following the 26 VerDate Sep 11 2014 01:17 Mar 12, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1385.IH H1385 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 1385 IH Houthi attacks on merchant vessels the 1 Red Sea that occurred since October 7, 2 2023; 3 (iii) how the CSIPA framework can 4 leverage the United States Navy’s Fifth 5 Fleet headquartered in Bahrain for pro-6 jecting strength in the region and sup-7 porting immediate responses to imminent 8 threats posed by the Islamic Republic of 9 Iran or other adversaries of the United 10 States; 11 (iv) the long-term benefits of widened 12 membership in CSIPA; 13 (v) how the framework of CSIPA can 14 be altered to foster broader regional secu-15 rity integration, bolster mutual deterrence 16 against external threats, and expand co-17 operation in the fields of commerce, 18 science, and technology; 19 (vi) requirements for resources and 20 capabilities that can be provided to expand 21 CSIPA membership; and 22 (vii) domestic and regional factors or 23 barriers among allied countries of the 24 VerDate Sep 11 2014 01:17 Mar 12, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1385.IH H1385 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 1385 IH United States and Bahrain that may be 1 limiting the expansion of CSIPA; and 2 (B) recommendations for areas of further 3 collaboration between the United States and 4 other CSIPA members. 5 (b) S TRATEGY.— 6 (1) I N GENERAL.—Not later than 180 days 7 after the submission of the report required by sub-8 section (a), the Secretary of State shall develop and 9 submit to the appropriate congressional committees 10 a strategy on how to best engage allied countries in 11 the Middle East and outside of the Middle East to 12 join CSIPA and affirmative steps the Administration 13 can take to increase membership in that agreement. 14 (2) B RIEFING REQUIRED.—Not later than 60 15 days after the date on which the Secretary develops 16 the strategy required by this subsection, the Sec-17 retary shall submit to the appropriate congressional 18 committees a briefing on a plan for implementing 19 the strategy. 20 (c) F ORM.—The report required by subsection (a) 21 and the strategy required by subsection (b) shall be sub-22 mitted in unclassified form, but may contain a classified 23 annex. 24 VerDate Sep 11 2014 01:17 Mar 12, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H1385.IH H1385 ssavage on LAPJG3WLY3PROD with BILLS 5 •HR 1385 IH (d) APPROPRIATECONGRESSIONAL COMMITTEES 1 D EFINED.—In this section, the term ‘‘appropriate con-2 gressional committees’’ means— 3 (1) the Committee on Foreign Affairs and the 4 Committee on Armed Services of the House of Rep-5 resentatives; and 6 (2) the Committee on Foreign Relations and 7 the Committee on Armed Services of the Senate. 8 Æ VerDate Sep 11 2014 01:17 Mar 12, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H1385.IH H1385 ssavage on LAPJG3WLY3PROD with BILLS
