2020 tives of the United States of America in Congress assembled, 2
2121 SECTION 1. SHORT TITLE. 3
2222 This Act may be cited as the ‘‘Protecting Life in For-4
2323 eign Assistance Act’’. 5
2424 SEC. 2. RESTRICTION ON AVAILABILITY OF FEDERAL 6
2525 FUNDS. 7
2626 (a) I
2727 NGENERAL.—Notwithstanding any other provi-8
2828 sion of law, Federal funds may not be made available for 9

3232 purposes outside of the United States (including its terri-1
3333 tories and possessions) to— 2
3434 (1) any foreign nonprofit organization, foreign 3
3535 nongovernmental organization, foreign multilateral 4
3636 organization, or foreign quasi-autonomous non-5
3737 governmental organization that— 6
3838 (A) performs or promotes abortions, in-7
3939 cluding providing referrals, counseling, lob-8
4040 bying, and training relating to abortions; 9
4141 (B) furnishes or develops any item in-10
4242 tended to procure abortions; or 11
4343 (C) provides financial support to— 12
4444 (i) any entity that conducts any of the 13
4545 activities described in subparagraph (A) or 14
4646 (B); or 15
4747 (ii) any entity described in paragraph 16
4848 (2); and 17
4949 (2) any domestic nonprofit organization or do-18
5050 mestic nongovernmental organization that— 19
5151 (A) performs abortions; 20
5252 (B) furnishes or develops any item in-21
5353 tended to procure abortions; 22
5454 (C) within the scope of any program or ac-23
5555 tivity that receives Federal funds— 24

5959 (i) performs or promotes abortions, 1
6060 including providing referrals, counseling, 2
6161 lobbying, and training relating to abor-3
6262 tions; or 4
6363 (ii) fails to maintain a complete phys-5
6464 ical and financial separation from activities 6
6565 described in clause (i) and such failure in-7
6666 cludes co-locating such a program or activ-8
6767 ity at any site where activities described in 9
6868 clause (i) are conducted; or 10
6969 (D) provides financial support to— 11
7070 (i) any entity that conducts activities 12
7171 described in subparagraph (A), (B), or (C); 13
7272 or 14
7373 (ii) any entity described in paragraph 15
7474 (1). 16
7575 (b) I
7676 NCLUSIONS; EXCEPTIONS.—The prohibitions de-17
7777 scribed in subsection (a)— 18
7878 (1) include the transfer of Federal funds and 19
7979 goods financed with such funds; and 20
8080 (2) do not apply to abortions— 21
8181 (A) resulting from rape or incest; or 22
8282 (B) when the life of the mother would be 23
8383 endangered if the fetus were carried to term. 24
