22 | 22 | | This Act may be cited as the ‘‘Protecting Life in For-4 |

24 | 24 | | SEC. 2. RESTRICTION ON AVAILABILITY OF FEDERAL 6 |

27 | 27 | | NGENERAL.—Notwithstanding any other provi-8 |

38 | 38 | | (A) performs or promotes abortions, in-7 |

39 | 39 | | cluding providing referrals, counseling, lob-8 |
---|
40 | 40 | | bying, and training relating to abortions; 9 |
---|
41 | 41 | | (B) furnishes or develops any item in-10 |
---|
42 | 42 | | tended to procure abortions; or 11 |
---|
43 | 43 | | (C) provides financial support to— 12 |
---|
44 | 44 | | (i) any entity that conducts any of the 13 |
---|
45 | 45 | | activities described in subparagraph (A) or 14 |
---|
46 | 46 | | (B); or 15 |
---|
47 | 47 | | (ii) any entity described in paragraph 16 |
---|
48 | 48 | | (2); and 17 |
---|
49 | 49 | | (2) any domestic nonprofit organization or do-18 |
---|
50 | 50 | | mestic nongovernmental organization that— 19 |
---|
51 | 51 | | (A) performs abortions; 20 |
---|
52 | 52 | | (B) furnishes or develops any item in-21 |
---|
53 | 53 | | tended to procure abortions; 22 |
---|
54 | 54 | | (C) within the scope of any program or ac-23 |
---|
55 | 55 | | tivity that receives Federal funds— 24 |

69 | 69 | | (D) provides financial support to— 11 |

70 | 70 | | (i) any entity that conducts activities 12 |
---|
71 | 71 | | described in subparagraph (A), (B), or (C); 13 |

---|
73 | 73 | | (ii) any entity described in paragraph 15 |

76 | 76 | | NCLUSIONS; EXCEPTIONS.—The prohibitions de-17 |
---|
77 | 77 | | scribed in subsection (a)— 18 |
---|
78 | 78 | | (1) include the transfer of Federal funds and 19 |
---|
79 | 79 | | goods financed with such funds; and 20 |
---|
80 | 80 | | (2) do not apply to abortions— 21 |
---|
81 | 81 | | (A) resulting from rape or incest; or 22 |
---|
82 | 82 | | (B) when the life of the mother would be 23 |
---|
83 | 83 | | endangered if the fetus were carried to term. 24 |
