17	17	To restrict the availability of Federal funds to organizations
18	18	associated with the abortion industry.
19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Protecting Life in For-4
23	23	eign Assistance Act’’. 5
24	24	SEC. 2. RESTRICTION ON AVAILABILITY OF FEDERAL 6
25	25	FUNDS. 7
26	26	(a) I
27	27	NGENERAL.—Notwithstanding any other provi-8
28	28	sion of law, Federal funds may not be made available for 9

32	32	purposes outside of the United States (including its terri-1
33	33	tories and possessions) to— 2
34	34	(1) any foreign nonprofit organization, foreign 3
35	35	nongovernmental organization, foreign multilateral 4
36	36	organization, or foreign quasi-autonomous non-5
37	37	governmental organization that— 6
38	38	(A) performs or promotes abortions, in-7
39	39	cluding providing referrals, counseling, lob-8
40	40	bying, and training relating to abortions; 9
41	41	(B) furnishes or develops any item in-10
42	42	tended to procure abortions; or 11
43	43	(C) provides financial support to— 12
44	44	(i) any entity that conducts any of the 13
45	45	activities described in subparagraph (A) or 14
46	46	(B); or 15
47	47	(ii) any entity described in paragraph 16
48	48	(2); and 17
49	49	(2) any domestic nonprofit organization or do-18
50	50	mestic nongovernmental organization that— 19
51	51	(A) performs abortions; 20
52	52	(B) furnishes or develops any item in-21
53	53	tended to procure abortions; 22
54	54	(C) within the scope of any program or ac-23
55	55	tivity that receives Federal funds— 24

59	59	(i) performs or promotes abortions, 1
60	60	including providing referrals, counseling, 2
61	61	lobbying, and training relating to abor-3
62	62	tions; or 4
63	63	(ii) fails to maintain a complete phys-5
64	64	ical and financial separation from activities 6
65	65	described in clause (i) and such failure in-7
66	66	cludes co-locating such a program or activ-8
67	67	ity at any site where activities described in 9
68	68	clause (i) are conducted; or 10
69	69	(D) provides financial support to— 11
70	70	(i) any entity that conducts activities 12
71	71	described in subparagraph (A), (B), or (C); 13
72	72	or 14
73	73	(ii) any entity described in paragraph 15
74	74	(1). 16

76	76	NCLUSIONS; EXCEPTIONS.—The prohibitions de-17
77	77	scribed in subsection (a)— 18
78	78	(1) include the transfer of Federal funds and 19
79	79	goods financed with such funds; and 20
80	80	(2) do not apply to abortions— 21
81	81	(A) resulting from rape or incest; or 22
82	82	(B) when the life of the mother would be 23
83	83	endangered if the fetus were carried to term. 24
