A BILL 
To restrict the availability of Federal funds to organizations 
associated with the abortion industry. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Protecting Life in For-4
eign Assistance Act’’. 5
SEC. 2. RESTRICTION ON AVAILABILITY OF FEDERAL 6
FUNDS. 7
(a) I
NGENERAL.—Notwithstanding any other provi-8
sion of law, Federal funds may not be made available for 9

purposes outside of the United States (including its terri-1
tories and possessions) to— 2
(1) any foreign nonprofit organization, foreign 3
nongovernmental organization, foreign multilateral 4
organization, or foreign quasi-autonomous non-5
governmental organization that— 6
(A) performs or promotes abortions, in-7
cluding providing referrals, counseling, lob-8
bying, and training relating to abortions; 9
(B) furnishes or develops any item in-10
tended to procure abortions; or 11
(C) provides financial support to— 12
(i) any entity that conducts any of the 13
activities described in subparagraph (A) or 14
(B); or 15
(ii) any entity described in paragraph 16
(2); and 17
(2) any domestic nonprofit organization or do-18
mestic nongovernmental organization that— 19
(A) performs abortions; 20
(B) furnishes or develops any item in-21
tended to procure abortions; 22
(C) within the scope of any program or ac-23
tivity that receives Federal funds— 24

(i) performs or promotes abortions, 1
including providing referrals, counseling, 2
lobbying, and training relating to abor-3
tions; or 4
(ii) fails to maintain a complete phys-5
ical and financial separation from activities 6
described in clause (i) and such failure in-7
cludes co-locating such a program or activ-8
ity at any site where activities described in 9
clause (i) are conducted; or 10
(D) provides financial support to— 11
(i) any entity that conducts activities 12
described in subparagraph (A), (B), or (C); 13
or 14
(ii) any entity described in paragraph 15
(1). 16
(b) I
NCLUSIONS; EXCEPTIONS.—The prohibitions de-17
scribed in subsection (a)— 18
(1) include the transfer of Federal funds and 19
goods financed with such funds; and 20
(2) do not apply to abortions— 21
(A) resulting from rape or incest; or 22
(B) when the life of the mother would be 23
endangered if the fetus were carried to term. 24
