| 37 | 37 | | life factors in analyzing the major obstacles to im-6 |

| 38 | 38 | | plementing single-seat trips on commuter rail pas-7 |

| 39 | 39 | | senger transportation for as many passengers as 8 |
|---|
| 40 | 40 | | possible; and 9 |

| 41 | 41 | | (2) include in such study an analysis of the 10 |

| 42 | 42 | | costs and benefits with respect to single-seat trips on 11 |

| 43 | 43 | | commuter rail passenger transportation on the New 12 |

| 44 | 44 | | Jersey Transit Raritan Valley line during peak 13 |

| 45 | 45 | | hours and the impact such trips would have on other 14 |
