To direct the Secretary of Transportation to conduct a study
on the costs and benefits of commuter rail passenger
transportation involving transfers, and for other pur-
poses.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘One Seat Ride Act’’. 4
SEC. 2. STUDY ON COMMUTER SERVICE. 5
(a) I
NGENERAL.—The Secretary of Transportation 6
shall conduct a study identifying the benefits of commuter 7
rail passenger transportation and major obstacles to pro-8

viding commuter rail passenger transportation that does 1
not involve a transfer for passengers. 2
(b) R
EQUIREMENTS.—In conducting the study under 3
subsection (a), the Secretary shall— 4
(1) consider economic, logistical, and quality of 5
life factors in analyzing the major obstacles to im-6
plementing single-seat trips on commuter rail pas-7
senger transportation for as many passengers as 8
possible; and 9
(2) include in such study an analysis of the 10
costs and benefits with respect to single-seat trips on 11
commuter rail passenger transportation on the New 12
Jersey Transit Raritan Valley line during peak 13
hours and the impact such trips would have on other 14
New Jersey Transit lines. 15
(c) R
EPORT.—Not later than 1 year after the date 16
of enactment of this Act, the Secretary shall submit to 17
the Committee on Transportation and Infrastructure of 18
the House of Representatives and the Committee on 19
Banking, Housing, and Urban Affairs of the Senate a re-20
port on the study required under subsection (a). 21
