A BILL 
To provide for the inclusion of virtual diabetes prevention 
program suppliers in the Medicare Diabetes Prevention 
Program Expanded Model, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Promoting Responsible 4
and Effective Virtual Experiences through Novel Tech-5
nology to Deliver Improved Access and Better Engage-6

the ‘‘PREVENT DIABETES Act’’. 2
SEC. 2. INCLUSION OF VIRTUAL DIABETES PREVENTION 3
PROGRAM SUPPLIERS IN MDPP EXPANDED 4
MODEL. 5
(a) I
NGENERAL.—Not later than January 1, 2026, 6
the Secretary shall revise the regulations under parts 410 7
and 424 of title 42, Code of Federal Regulations, to pro-8
vide that, for the period beginning January 1, 2026, and 9
ending December 31, 2030— 10
(1) an entity may participate in the MDPP by 11
offering only online MDPP services via synchronous 12
or asynchronous technology or telecommunications if 13
such entity meets the conditions for enrollment as 14
an MDPP supplier (as specified in section 15
424.205(b) of title 42, Code of Federal Regulations 16
(or a successor regulation)); 17
(2) if an entity participates in the MDPP in the 18
manner described in paragraph (1)— 19
(A) the administrative location of such en-20
tity shall be the address of the entity on file 21
under the Diabetes Prevention Recognition Pro-22
gram; and 23
(B) in the case of online MDPP services 24
furnished by such entity to an MDPP bene-25

ficiary who was not located in the same State 1
as the entity at the time such services were fur-2
nished, the entity shall not be prohibited from 3
submitting a claim for payment for such serv-4
ices solely by reason of the location of such ben-5
eficiary at such time; and 6
(3) no limit is applied on the number of times 7
an individual may enroll in the MDPP. 8
(b) D
EFINITIONS.—In this section: 9
(1) MDPP.—The term ‘‘MDPP’’ means the 10
Medicare Diabetes Prevention Program conducted 11
under section 1115A of the Social Security Act (42 12
U.S.C. 1315a), as described in the final rule pub-13
lished in the Federal Register entitled ‘‘Medicare 14
and Medicaid Programs; CY 2024 Payment Policies 15
Under the Physician Fee Schedule and Other 16
Changes to Part B Payment and Coverage Policies; 17
Medicare Shared Savings Program Requirements; 18
Medicare Advantage; Medicare and Medicaid Pro-19
vider and Supplier Enrollment Policies; and Basic 20
Health Program’’ (88 Fed. Reg. 78818 (November 21
16, 2023)) (or a successor regulation). 22
(2) R
EGULATORY TERMS .—The terms ‘‘Diabe-23
tes Prevention Recognition Program’’, ‘‘full CDC 24
DPRP recognition’’, ‘‘MDPP beneficiary’’, ‘‘MDPP 25

given each such term in section 410.79(b) of title 2

ECRETARY.—The term ‘‘Secretary’’ means 4
the Secretary of Health and Human Services. 5
