3232 SECTION 1. SHORT TITLE. 1
3333 This Act may be cited as the ‘‘Legislative Enforce-2
3434 ment Against Setbacks from Harmful DOGE Actions 3
3535 Act’’ or the ‘‘LEASH DOGE Act’’. 4
3636 SEC. 2. REQUIRING PROVISION OF INFORMATION ON EM-5
3737 PLOYEES AND ACTIVITIES OF DEPARTMENT 6
3838 OF GOVERNMENT EFFICIENCY. 7
3939 (a) R
4040 EPORT.—The head of the United States DOGE 8
4141 Service (commonly referred to as the ‘‘Department of Gov-9
4242 ernment Efficiency’’ or ‘‘DOGE’’) shall submit a report 10
4343 to the Committee on Oversight and Government Reform 11
4444 of the House of Representatives and the Committee on 12
4545 Homeland Security and Governmental Affairs of the Sen-13
4646 ate containing the following information: 14
4747 (1) A list of— 15
4848 (A) all employees of the Department, in-16
4949 cluding special Government employees, and a 17
5050 description of each employee’s role; and 18
5151 (B) all employees of the Executive Office 19
5252 of the President, including any individual serv-20
5353 ing as a Senior Advisor to the President, whose 21
5454 duties include advising the President on the op-22
5555 erations of the Department. 23
5656 (2) For each such employee, a statement of 24
5757 whether the employee has undergone a background 25

8282 tion on the activities carried out by the Department 20
8383 as of the date of the meeting and on the activities 21
8484 the Department intends to carry out after such date. 22

8686 NFORMATION ON ACCESS TO PERSONALLY 23
8787 IDENTIFIABLE INFORMATION .—The head of DOGE 24
8888 and any Senior Advisor to the President described in 25

9292 subsection (a)(1)(B) shall include in the information 1
9393 presented at a meeting under this subsection a de-2
9494 scription of the extent to which employees of DOGE 3
9595 have obtained access to computer systems of the 4
9696 Federal Government, along with a description of the 5
9797 types of personally identifiable information contained 6
9898 in such systems for which such employees have ob-7
9999 tained access. 8

101101 UBLICWEBSITE ONDOGE INFORMATION.— 9

103103 STABLISHMENT AND OPERATION .—The 10
104104 head of DOGE shall establish and operate a public 11
105105 website through which members of the public may 12
106106 obtain the following information in human-readable 13
107107 form: 14
108108 (A) A list of employees of DOGE, include 15
109109 special Government employees, their titles, and 16
110110 a description of their role in DOGE. 17
111111 (B) The number of employees laid off and 18
112112 put on administrative leave within each office of 19
113113 the Federal Government. 20
114114 (C) A list of programs and activities within 21
115115 each office of the Government for which fund-22
116116 ing has been reduced, and the amount by which 23
117117 such funding has been reduced. 24

124124 when a final decision will be made regarding 4
125125 that funding. 5

127127 each office of the Government for which fund-7
128128 ing has been eliminated. 8
129129 (F) A list of individuals, including their 9
130130 contact information, whom Federal employees, 10
131131 recipients of Federal financial assistance, and 11
132132 members of the public may contact with ques-12
133133 tions about the status of Federal personnel and 13
134134 Federal financial assistance. 14

136136 PDATES.—The head of DOGE shall up-15
137137 date the information provided on the website under 16
138138 this subsection not less frequently than once per 17
139139 week. 18
140140 SEC. 3. TREATMENT OF EMPLOYEES OF DOGE AGENCY 19
141141 TEAMS. 20
142142 (a) T
143143 REATMENT AS EMPLOYEE OF DOGE.—For 21
144144 purposes of this Act, an employee of an agency who serves 22
145145 on the DOGE Agency Team of the agency in accordance 23
146146 with section 3(c) of Executive Order 14158 shall be con-24
147147 sidered an employee of DOGE. 25

151151 (b) PROVISION OFINFORMATION.—The head of each 1
152152 agency for which a DOGE Agency Team has been estab-2
153153 lished in accordance with such Executive Order shall pro-3
154154 vide the head of DOGE with such information as may be 4
155155 necessary for the head of DOGE to carry out the require-5
156156 ments of this Act. 6
157157 SEC. 4. DEADLINES; RESTRICTIONS ON USE OF FUNDS. 7

159159 EADLINES.—Not later than March 31, 2025, 8
160160 the head of DOGE shall submit the report required under 9
161161 section 2(a), appear at meetings under section 2(b), and 10
162162 operate the public website under section 2(c). 11

164164 ESTRICTIONS ONUSE OFFUNDS.—If the head 12
165165 of DOGE fails to comply with subsection (a)— 13
166166 (1) any funds appropriated or otherwise made 14
167167 available for the Department of Government Effi-15
168168 ciency, including amounts previously available for 16
169169 the United States Digital Service, may be used only 17
170170 to carry out activities initiated prior to January 20, 18
171171 2025; and 19
172172 (2) no Federal funds may be used for any 20
173173 DOGE Agency Team established in accordance with 21
174174 section 3(c) of Executive Order 14158, 22
