SHORT TITLE. 1 This Act may be cited as the ‘‘Legislative Enforce-2 ment Against Setbacks from Harmful DOGE Actions 3 Act’’ or the ‘‘LEASH DOGE Act’’. 4 SEC. 2. REQUIRING PROVISION OF INFORMATION ON EM-5 PLOYEES AND ACTIVITIES OF DEPARTMENT 6 OF GOVERNMENT EFFICIENCY. 7 (a) R EPORT.—The head of the United States DOGE 8 Service (commonly referred to as the ‘‘Department of Gov-9 ernment Efficiency’’ or ‘‘DOGE’’) shall submit a report 10 to the Committee on Oversight and Government Reform 11 of the House of Representatives and the Committee on 12 Homeland Security and Governmental Affairs of the Sen-13 ate containing the following information: 14 (1) A list of— 15 (A) all employees of the Department, in-16 cluding special Government employees, and a 17 description of each employee’s role; and 18 (B) all employees of the Executive Office 19 of the President, including any individual serv-20 ing as a Senior Advisor to the President, whose 21 duties include advising the President on the op-22 erations of the Department. 23 (2) For each such employee, a statement of 24 whether the employee has undergone a background 25 VerDate Sep 11 2014 03:46 Mar 13, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1544.IH H1544 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 1544 IH check and, if so, the results of the background 1 check. 2 (3) For each such employee, a statement of 3 whether the employee has a security clearance. 4 (4) For each such employee, a statement dis-5 closing any conflict of interest held by the employee, 6 including (if applicable) a description of a plan en-7 tered into by the employee to address such conflicts 8 and the person with whom the employee entered into 9 the plan. 10 (b) A PPEARANCE ATMEETINGS OFCOMMITTEES.— 11 (1) A PPEARANCE OF HEAD OF DOGE RE -12 QUIRED.—The head of DOGE and any Senior Advi-13 sor to the President described in subsection 14 (a)(1)(B) shall appear at a closed meeting of the 15 Committee on Oversight and Government Reform of 16 the House of Representatives and a closed meeting 17 of the Committee on Homeland Security and Gov-18 ernmental Affairs of the Senate to present informa-19 tion on the activities carried out by the Department 20 as of the date of the meeting and on the activities 21 the Department intends to carry out after such date. 22 (2) I NFORMATION ON ACCESS TO PERSONALLY 23 IDENTIFIABLE INFORMATION .—The head of DOGE 24 and any Senior Advisor to the President described in 25 VerDate Sep 11 2014 03:46 Mar 13, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1544.IH H1544 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •HR 1544 IH subsection (a)(1)(B) shall include in the information 1 presented at a meeting under this subsection a de-2 scription of the extent to which employees of DOGE 3 have obtained access to computer systems of the 4 Federal Government, along with a description of the 5 types of personally identifiable information contained 6 in such systems for which such employees have ob-7 tained access. 8 (c) P UBLICWEBSITE ONDOGE INFORMATION.— 9 (1) E STABLISHMENT AND OPERATION .—The 10 head of DOGE shall establish and operate a public 11 website through which members of the public may 12 obtain the following information in human-readable 13 form: 14 (A) A list of employees of DOGE, include 15 special Government employees, their titles, and 16 a description of their role in DOGE. 17 (B) The number of employees laid off and 18 put on administrative leave within each office of 19 the Federal Government. 20 (C) A list of programs and activities within 21 each office of the Government for which fund-22 ing has been reduced, and the amount by which 23 such funding has been reduced. 24 VerDate Sep 11 2014 03:46 Mar 13, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H1544.IH H1544 kjohnson on DSK7ZCZBW3PROD with $$_JOB 5 •HR 1544 IH (D) A list of programs and activities with-1 in each office of the Government for which 2 funding has been paused, and a timeline on 3 when a final decision will be made regarding 4 that funding. 5 (E) A list of programs and activities within 6 each office of the Government for which fund-7 ing has been eliminated. 8 (F) A list of individuals, including their 9 contact information, whom Federal employees, 10 recipients of Federal financial assistance, and 11 members of the public may contact with ques-12 tions about the status of Federal personnel and 13 Federal financial assistance. 14 (2) U PDATES.—The head of DOGE shall up-15 date the information provided on the website under 16 this subsection not less frequently than once per 17 week. 18 SEC. 3. TREATMENT OF EMPLOYEES OF DOGE AGENCY 19 TEAMS. 20 (a) T REATMENT AS EMPLOYEE OF DOGE.—For 21 purposes of this Act, an employee of an agency who serves 22 on the DOGE Agency Team of the agency in accordance 23 with section 3(c) of Executive Order 14158 shall be con-24 sidered an employee of DOGE. 25 VerDate Sep 11 2014 03:46 Mar 13, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H1544.IH H1544 kjohnson on DSK7ZCZBW3PROD with $$_JOB 6 •HR 1544 IH (b) PROVISION OFINFORMATION.—The head of each 1 agency for which a DOGE Agency Team has been estab-2 lished in accordance with such Executive Order shall pro-3 vide the head of DOGE with such information as may be 4 necessary for the head of DOGE to carry out the require-5 ments of this Act. 6 SEC. 4.
