3434 This Act may be cited as the ‘‘Social Security for 2
3535 Americans Reform Act of 2025’’ or the ‘‘SSA Reform Act 3

3737 SEC. 2. NOTIFICATION TO SOCIAL SECURITY ADMINISTRA-5
3838 TION REGARDING CHANGES IN STATUS 6
3939 UNDER THE IMMIGRATION LAWS. 7
4040 The Secretary of Homeland Security shall notify the 8
4141 Commissioner of Social Security not later than 180 days 9
4242 after there is a change to the citizenship status, status 10
4343 under the immigration laws (as such term is defined in 11
4444 section 101 of the Immigration and Nationality Act (8 12
4545 U.S.C. 1101)), or work authorization status of an indi-13
4646 vidual to whom a social security account number has been 14
4747 issued. 15
4848 SEC. 3. REPORT. 16
4949 Beginning on the date that is one year after the date 17
5050 of enactment of this Act, and on an annual basis there-18
5151 after, the Secretary of Homeland Security and the Com-19
5252 missioner of Social Security shall jointly submit to Con-20
5353 gress a report that includes, for the previous 1-year pe-21
5454 riod, the following: 22
5555 (1) The number of notifications under section 2 23
5656 related to— 24
5757 (A) changes in citizenship status; 25

6767 retary to notify the Commissioner after a status 7
6868 change. 8
6969 (3) Any challenges or barriers faced during the 9
7070 notification process and recommendations for im-10
7171 proving the notification process. 11
7272 (4) The effectiveness of the notifications in pre-12
7373 venting fraud and misuse of social security account 13
7474 numbers, including data on any fraudulent activities 14
7575 detected as a result of, or in part because of, the no-15
7676 tifications, and any corrective actions taken. 16
7777 (5) The coordination between the Department 17
7878 of Homeland Security and the Social Security Ad-18
7979 ministration, detailing— 19
8080 (A) how data is shared, managed, and se-20
8181 cured; and 21
8282 (B) best practices, areas for improvement, 22
8383 and the impact of data sharing on service effi-23
8484 ciency. 24

9090 (a) I
9191 NGENERAL.—Notwithstanding any provision of 3
9292 the Social Security Act or title IV of the Personal Respon-4
9393 sibility and Work Opportunity Reconciliation Act of 1996 5
9494 (8 U.S.C. 1601 et seq.), for any month in which an indi-6
9595 vidual is not a citizen or national of the United States, 7
9696 such individual shall not be entitled to any benefit de-8
9797 scribed in subsection (b). 9
9898 (b) B
9999 ENEFITS.—A benefit described in this sub-10
100100 section is— 11
101101 (1) an old-age, survivors, or disability insurance 12
102102 benefit under title II of the Social Security Act (42 13
103103 U.S.C. 401 et seq.); 14
104104 (2) benefits under the Medicare program under 15
105105 title XVIII of the Social Security Act (42 U.S.C. 16
106106 1395 et seq.); 17
107107 (3) benefits under a State plan (or waiver of 18
108108 such plan) approved under title XIX of the Social 19
109109 Security Act (42 U.S.C. 1396 et seq.); 20
110110 (4) benefits under a State child health plan (or 21
111111 waiver of such plan) under title XXI of the Social 22
112112 Security Act (42 U.S.C. 1397aa et seq.); 23
113113 (5) supplemental security income benefits under 24
114114 title XVI of the Social Security Act (42 U.S.C. 1381 25
115115 et seq.), including supplementary payments of the 26

125125 (7) any other benefit administered by the Social 7
