20	20	To direct the Secretary of Homeland Security to notify the
21	21	Commissioner of Social Security when there is a change
22	22	to the citizenship status, status under the immigration
23	23	laws, or work authorization status of an individual to
24	24	whom a social security account number has been issued,
25	25	and to require that an individual be a citizen or national
26	26	of the United States to receive benefits under the Social
27	27	Security Act.

33	33	SECTION 1. SHORT TITLE. 1
34	34	This Act may be cited as the ‘‘Social Security for 2
35	35	Americans Reform Act of 2025’’ or the ‘‘SSA Reform Act 3
36	36	of 2025’’. 4
37	37	SEC. 2. NOTIFICATION TO SOCIAL SECURITY ADMINISTRA-5
38	38	TION REGARDING CHANGES IN STATUS 6
39	39	UNDER THE IMMIGRATION LAWS. 7
40	40	The Secretary of Homeland Security shall notify the 8
41	41	Commissioner of Social Security not later than 180 days 9
42	42	after there is a change to the citizenship status, status 10
43	43	under the immigration laws (as such term is defined in 11
44	44	section 101 of the Immigration and Nationality Act (8 12
45	45	U.S.C. 1101)), or work authorization status of an indi-13
46	46	vidual to whom a social security account number has been 14
47	47	issued. 15
48	48	SEC. 3. REPORT. 16
49	49	Beginning on the date that is one year after the date 17
50	50	of enactment of this Act, and on an annual basis there-18
51	51	after, the Secretary of Homeland Security and the Com-19
52	52	missioner of Social Security shall jointly submit to Con-20
53	53	gress a report that includes, for the previous 1-year pe-21
54	54	riod, the following: 22
55	55	(1) The number of notifications under section 2 23
56	56	related to— 24
57	57	(A) changes in citizenship status; 25

62	62	tion laws (as such term is defined in section 2
63	63	101 of the Immigration and Nationality Act (8 3
64	64	U.S.C. 1101)); and 4
65	65	(C) changes in work authorization status. 5
66	66	(2) The average amount of time it took the Sec-6
67	67	retary to notify the Commissioner after a status 7
68	68	change. 8
69	69	(3) Any challenges or barriers faced during the 9
70	70	notification process and recommendations for im-10
71	71	proving the notification process. 11
72	72	(4) The effectiveness of the notifications in pre-12
73	73	venting fraud and misuse of social security account 13
74	74	numbers, including data on any fraudulent activities 14
75	75	detected as a result of, or in part because of, the no-15
76	76	tifications, and any corrective actions taken. 16
77	77	(5) The coordination between the Department 17
78	78	of Homeland Security and the Social Security Ad-18
79	79	ministration, detailing— 19
80	80	(A) how data is shared, managed, and se-20
81	81	cured; and 21
82	82	(B) best practices, areas for improvement, 22
83	83	and the impact of data sharing on service effi-23
84	84	ciency. 24

88	88	SEC. 4. LIMITATION OF BENEFITS UNDER THE SOCIAL SE-1
89	89	CURITY ACT. 2
90	90	(a) I
91	91	NGENERAL.—Notwithstanding any provision of 3
92	92	the Social Security Act or title IV of the Personal Respon-4
93	93	sibility and Work Opportunity Reconciliation Act of 1996 5
94	94	(8 U.S.C. 1601 et seq.), for any month in which an indi-6
95	95	vidual is not a citizen or national of the United States, 7
96	96	such individual shall not be entitled to any benefit de-8
97	97	scribed in subsection (b). 9
98	98	(b) B
99	99	ENEFITS.—A benefit described in this sub-10
100	100	section is— 11
101	101	(1) an old-age, survivors, or disability insurance 12
102	102	benefit under title II of the Social Security Act (42 13
103	103	U.S.C. 401 et seq.); 14
104	104	(2) benefits under the Medicare program under 15
105	105	title XVIII of the Social Security Act (42 U.S.C. 16
106	106	1395 et seq.); 17
107	107	(3) benefits under a State plan (or waiver of 18
108	108	such plan) approved under title XIX of the Social 19
109	109	Security Act (42 U.S.C. 1396 et seq.); 20
110	110	(4) benefits under a State child health plan (or 21
111	111	waiver of such plan) under title XXI of the Social 22
112	112	Security Act (42 U.S.C. 1397aa et seq.); 23
113	113	(5) supplemental security income benefits under 24
114	114	title XVI of the Social Security Act (42 U.S.C. 1381 25
115	115	et seq.), including supplementary payments of the 26

120	120	payments pursuant to an agreement entered into 2
121	121	under section 212(a) of Public Law 93–66); 3
122	122	(6) assistance under a State program funded 4
123	123	under part A of title IV of the Social Security Act 5
124	124	(42 U.S.C. 601 et seq.); or 6
125	125	(7) any other benefit administered by the Social 7
126	126	Security Administration. 8
