SHORT TITLE. 1 This Act may be cited as the ‘‘Social Security for 2 Americans Reform Act of 2025’’ or the ‘‘SSA Reform Act 3 of 2025’’. 4 SEC. 2. NOTIFICATION TO SOCIAL SECURITY ADMINISTRA-5 TION REGARDING CHANGES IN STATUS 6 UNDER THE IMMIGRATION LAWS. 7 The Secretary of Homeland Security shall notify the 8 Commissioner of Social Security not later than 180 days 9 after there is a change to the citizenship status, status 10 under the immigration laws (as such term is defined in 11 section 101 of the Immigration and Nationality Act (8 12 U.S.C. 1101)), or work authorization status of an indi-13 vidual to whom a social security account number has been 14 issued. 15 SEC. 3. REPORT. 16 Beginning on the date that is one year after the date 17 of enactment of this Act, and on an annual basis there-18 after, the Secretary of Homeland Security and the Com-19 missioner of Social Security shall jointly submit to Con-20 gress a report that includes, for the previous 1-year pe-21 riod, the following: 22 (1) The number of notifications under section 2 23 related to— 24 (A) changes in citizenship status; 25 VerDate Sep 11 2014 03:49 Mar 13, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1547.IH H1547 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 1547 IH (B) changes in status under the immigra-1 tion laws (as such term is defined in section 2 101 of the Immigration and Nationality Act (8 3 U.S.C. 1101)); and 4 (C) changes in work authorization status. 5 (2) The average amount of time it took the Sec-6 retary to notify the Commissioner after a status 7 change. 8 (3) Any challenges or barriers faced during the 9 notification process and recommendations for im-10 proving the notification process. 11 (4) The effectiveness of the notifications in pre-12 venting fraud and misuse of social security account 13 numbers, including data on any fraudulent activities 14 detected as a result of, or in part because of, the no-15 tifications, and any corrective actions taken. 16 (5) The coordination between the Department 17 of Homeland Security and the Social Security Ad-18 ministration, detailing— 19 (A) how data is shared, managed, and se-20 cured; and 21 (B) best practices, areas for improvement, 22 and the impact of data sharing on service effi-23 ciency. 24 VerDate Sep 11 2014 03:49 Mar 13, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1547.IH H1547 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •HR 1547 IH SEC. 4.
