Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Providing Responsible 4 Oversight and Transparency and Ensuring Collegiate 5 Trust for Student Athletes Act’’ or the ‘‘PROTECT Stu-6 dent Athletes Act’’. 7 SEC. 2. FINDINGS. 8 Congress finds the following: 9 VerDate Sep 11 2014 00:38 Mar 13, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H1552.IH H1552 ssavage on LAPJG3WLY3PROD with BILLS 2 •HR 1552 IH (1) The practice of sports betting, including 1 proposition bets involving the performance of stu-2 dent athletes, constitutes a substantial part of inter-3 state commerce. 4 (2) Sports betting activities are conducted 5 across State lines by various means, including online 6 platforms and physical betting establishments, that 7 involve participants from multiple States. 8 (3) The economic impact of sports betting on 9 intercollegiate sports extends beyond State borders 10 and affects the national economy, including through 11 revenue relating to advertising, broadcasting rights, 12 and other commercial activities linked to intercolle-13 giate sports. 14 (4) Ensuring the welfare of student athletes is 15 a national concern and regulation of betting prac-16 tices, particularly those involving the performance of 17 student athletes, is essential to safeguard the integ-18 rity, well-being, and educational environments of 19 such athletes. 20 (5) The Federal Government has the authority 21 under the Commerce Clause of the Constitution to 22 regulate interstate commerce and, given the inter-23 state nature of sports betting, Federal regulation is 24 VerDate Sep 11 2014 00:38 Mar 13, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1552.IH H1552 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 1552 IH warranted to maintain consistent standards and pro-1 tect the interests of student athletes. 2 SEC. 3. PROHIBITION ON PROP BETS INVOLVING STUDENT 3 ATHLETES. 4 (a) P ROHIBITION.—No individual or entity engaged 5 in the business of betting or wagering may accept any bet 6 or wager that includes a covered prop bet. 7 (b) E NFORCEMENT BY FEDERALTRADECOMMIS-8 SION.— 9 (1) U NFAIR OR DECEPTIVE ACTS OR PRAC -10 TICES.—A violation of this section shall be treated 11 as a violation of a regulation under section 12 18(a)(1)(B) of the Federal Trade Commission Act 13 (15 U.S.C. 57a(a)(1)(B)) regarding unfair or decep-14 tive acts or practices. 15 (2) P OWERS OF COMMISSION .—The Federal 16 Trade Commission shall enforce this section in the 17 same manner, by the same means, and with the 18 same jurisdiction, powers, and duties as though all 19 applicable terms and provisions of the Federal Trade 20 Commission Act (15 U.S.C. 41 et seq.) were incor-21 porated into and made a part of this section.
