3030 NGENERAL.—Subsection (e) of section 1004 of 4
3131 title 39, United States Code, is amended to read as fol-5
3232 lows: 6
3333 ‘‘(e)(1) Not later than 60 days before the date on 7
3434 which a Postal Service pay decision under this section re-8
3535 garding pay policies and schedules and fringe benefit pro-9
3636 grams is scheduled to expire, the Postal Service shall pro-10
3737 vide a written proposal to the supervisors’ organization for 11
3838 any changes in pay policies and schedules and fringe ben-12
3939 efit programs for members of the supervisors’ organization 13
4040 for a covered period. 14
4141 ‘‘(2) Not later than 60 days after the date an agree-15
4242 ment is reached on a collective bargaining agreement be-16
4343 tween the Postal Service and a bargaining representative 17
4444 recognized under section 1203 that affects any matter (in-18
4545 cluding the supervisory differential) concerning supervisor 19
4646 and manager pay policies and schedules and fringe benefit 20
4747 programs, the Postal Service shall provide a written pro-21
4848 posal regarding the matters so affected to the supervisors’ 22
4949 organization for any changes in pay policies and schedules 23
5050 and fringe benefit programs covering members of the su-24
5151 pervisors’ organization. 25

5555 ‘‘(3) The Postal Service and the supervisors’ organi-1
5656 zation shall strive to resolve any differences concerning the 2
5757 proposal described in paragraph (1) or (2) under the pro-3
5858 cedures provided for, or adopted under, subsection (d).’’. 4

6060 ODIFICATION OF DISPUTERESOLUTION.— 5
6161 Paragraph (5) of section 1004(f) of title 39, United States 6
6262 Code, is amended to read as follows: 7
6363 ‘‘(5) Not more than 15 days after the panel has made 8
6464 its recommendation and considered input from the Postal 9
6565 Service and the supervisors’ organization pursuant to 10
6666 paragraph (4), the panel shall issue its final determination 11
6767 for pay policies and schedules and fringe benefit programs. 12
6868 Such final determination shall be binding upon the Postal 13
6969 Service and the supervisors’ organization.’’. 14
