NEGOTIATION OF PAY AND BENEFITS PROGRAMS 1 FOR POSTAL SERVICE SUPERVISORY AND 2 MANAGERIAL PERSONNEL POSITIONS. 3 (a) I NGENERAL.—Subsection (e) of section 1004 of 4 title 39, United States Code, is amended to read as fol-5 lows: 6 ‘‘(e)(1) Not later than 60 days before the date on 7 which a Postal Service pay decision under this section re-8 garding pay policies and schedules and fringe benefit pro-9 grams is scheduled to expire, the Postal Service shall pro-10 vide a written proposal to the supervisors’ organization for 11 any changes in pay policies and schedules and fringe ben-12 efit programs for members of the supervisors’ organization 13 for a covered period. 14 ‘‘(2) Not later than 60 days after the date an agree-15 ment is reached on a collective bargaining agreement be-16 tween the Postal Service and a bargaining representative 17 recognized under section 1203 that affects any matter (in-18 cluding the supervisory differential) concerning supervisor 19 and manager pay policies and schedules and fringe benefit 20 programs, the Postal Service shall provide a written pro-21 posal regarding the matters so affected to the supervisors’ 22 organization for any changes in pay policies and schedules 23 and fringe benefit programs covering members of the su-24 pervisors’ organization. 25 VerDate Sep 11 2014 00:49 Mar 13, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1560.IH H1560 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 1560 IH ‘‘(3) The Postal Service and the supervisors’ organi-1 zation shall strive to resolve any differences concerning the 2 proposal described in paragraph (1) or (2) under the pro-3 cedures provided for, or adopted under, subsection (d).’’. 4 (b) M ODIFICATION OF DISPUTERESOLUTION.— 5 Paragraph (5) of section 1004(f) of title 39, United States 6 Code, is amended to read as follows: 7 ‘‘(5) Not more than 15 days after the panel has made 8 its recommendation and considered input from the Postal 9 Service and the supervisors’ organization pursuant to 10 paragraph (4), the panel shall issue its final determination 11 for pay policies and schedules and fringe benefit programs. 12 Such final determination shall be binding upon the Postal 13 Service and the supervisors’ organization.’’. 14 Æ VerDate Sep 11 2014 00:49 Mar 13, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H1560.IH H1560 ssavage on LAPJG3WLY3PROD with BILLS
