2121 This Act may be cited as the ‘‘Citizen Legislature 4
2222 Anti-Corruption Reform of Congress Act’’ or the 5
2323 ‘‘CLEAN Congress Act’’. 6

2929 (a) I
3030 NGENERAL.—Each bill, order, resolution, or 3
3131 vote submitted by Congress to the President under section 4
3232 7 of article I of the Constitution of the United States shall 5
3333 embrace no more than one subject, and that subject shall 6
3434 be clearly and descriptively expressed in the title of the 7
3535 bill, order, resolution or vote. 8

3737 FFECTIVEDATE.—Subsection (a) shall apply 9
3838 with respect to the One Hundred Nineteenth Congress and 10
3939 each succeeding Congress. 11
4040 SEC. 3. REQUIRING EQUAL APPLICATION OF LAWS TO MEM-12
4141 BERS OF CONGRESS. 13

4343 NGENERAL.—Notwithstanding any other provi-14
4444 sion of law, any provision of law that provides an exception 15
4545 in its application to a Member of Congress or an employee 16
4646 of the office of a Member of Congress shall have no effect. 17

4848 LARIFICATIONRELATING TOEXERCISE OFOF-18
4949 FICIAL ORREPRESENTATIONAL DUTIES.—Subsection (a) 19
5050 shall not be construed to apply to provisions of law or rules 20
5151 which permit Members of Congress or employees of offices 21
5252 of Members of Congress to carry out official duties that 22
5353 are tied directly to lawmaking, including provisions or 23
5454 rules permitting Members and employees to enter and use 24
5555 the United States Capitol, the United States Capitol 25
5656 grounds, and other buildings and facilities. 26
