To prohibit a single bill or joint resolution presented by 
Congress to the President from containing multiple sub-
jects and to require the equal application of laws to 
Members of Congress. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Citizen Legislature 4
Anti-Corruption Reform of Congress Act’’ or the 5
‘‘CLEAN Congress Act’’. 6

SEC. 2. PROHIBITING MULTIPLE SUBJECTS IN SINGLE 1
BILL. 2
(a) I
NGENERAL.—Each bill, order, resolution, or 3
vote submitted by Congress to the President under section 4
7 of article I of the Constitution of the United States shall 5
embrace no more than one subject, and that subject shall 6
be clearly and descriptively expressed in the title of the 7
bill, order, resolution or vote. 8
(b) E
FFECTIVEDATE.—Subsection (a) shall apply 9
with respect to the One Hundred Nineteenth Congress and 10
each succeeding Congress. 11
SEC. 3. REQUIRING EQUAL APPLICATION OF LAWS TO MEM-12
BERS OF CONGRESS. 13
(a) I
NGENERAL.—Notwithstanding any other provi-14
sion of law, any provision of law that provides an exception 15
in its application to a Member of Congress or an employee 16
of the office of a Member of Congress shall have no effect. 17
(b) C
LARIFICATIONRELATING TOEXERCISE OFOF-18
FICIAL ORREPRESENTATIONAL DUTIES.—Subsection (a) 19
shall not be construed to apply to provisions of law or rules 20
which permit Members of Congress or employees of offices 21
of Members of Congress to carry out official duties that 22
are tied directly to lawmaking, including provisions or 23
rules permitting Members and employees to enter and use 24
the United States Capitol, the United States Capitol 25
grounds, and other buildings and facilities. 26

(c) DEFINITION.—In this section, the term ‘‘Member 1
of Congress’’ means a Senator or a Representative in, or 2
Delegate or Resident Commissioner to, the Congress. 3
