Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the 4
‘‘ThinkDIFFERENTLY About Disability Employment 5
Act’’. 6
SEC. 2. MEMORANDUM OF UNDERSTANDING TO INCREASE 7
EMPLOYMENT OPPORTUNITIES FOR INDIVID-8
UALS WITH DISABILITIES. 9
(a) I
NGENERAL.—The Administrator of the Small 10
Business Administration, in consultation with the Chair 11
of the National Council on Disability, shall— 12
(1) provide assistance to individuals with dis-13
abilities who desire to become entrepreneurs or to be 14
self-employed; 15
(2) help individuals with disabilities find em-16
ployment at small business concerns (as defined 17
under section 3 of the Small Business Act (15 18
U.S.C. 632)); 19
(3) assist small business concerns with hiring 20
individuals with disabilities and with accessibility 21
issues applicable to individuals with disabilities. 22
(b) M
EMORANDUM OF UNDERSTANDING OR AGREE-23
MENT.—The Administrator, in consultation with the 24
Chair, shall carry out and coordinate the activities de-25

scribed in subsection (a) by entering into one or more 1
memoranda of understanding or other appropriate agree-2
ments. 3
(c) O
UTREACH AND EDUCATION.—In carrying out 4
the activities described in subsection (a), the Adminis-5
trator, in consultation with the Chair, shall conduct out-6
reach and education about such activities. 7
(d) R
EPORT.—Not later than two years after the date 8
of the enactment of this Act, the Administrator, in con-9
sultation with the Chair, shall submit to Congress a report 10
on activities carried out pursuant to any memorandum or 11
agreement described in subsection (b) that includes the 12
following: 13
(1) A description of how the Administrator, in 14
consultation with the Chair, carried out such activi-15
ties. 16
(2) An analysis of opportunities to expand the 17
technical capabilities of the Small Business Adminis-18
tration in carrying out such activities. 19
(3) A description of achievements under any 20
such memorandum or agreement. 21
(4) A description of the plans of the Adminis-22
trator, in consultation with the Chair, to continue 23
activities to expand employment opportunities for in-24
dividuals with disabilities. 25

priated to carry out this Act or the amendments made 3
