3333 TRIBUTED LEDGER TECHNOLOGY .—The term 4
3434 ‘‘blockchain technology or other distributed ledger 5
3535 technology’’ means a distributed digital database 6
3636 where data is— 7
3737 (A) shared across a network of computers 8
3838 to create a ledger of verified information among 9
3939 network participants; 10
4040 (B) linked using cryptography to maintain 11
4141 the integrity of the ledger and to execute other 12
4242 functions; and 13
4343 (C) distributed among network partici-14
4444 pants in an automated fashion to concurrently 15
4545 update network participants on the state of the 16
4646 ledger and other functions. 17

234234 tions built on blockchain technology or other distributed 5
235235 ledger technology, tokens, and tokenization that— 6
236236 (1) support the private sector, the public sector, 7
237237 and public-private partnerships in the deployment of 8
238238 technologies needed to advance the capabilities of 9
239239 blockchain technology or other distributed ledger 10
240240 technology, applications built on blockchain tech-11
241241 nology or other distributed ledger technology, to-12
242242 kens, and tokenization; 13
243243 (2) support the interoperability of blockchain 14
244244 technology or other distributed ledger technology, 15
245245 applications built on blockchain technology or other 16
246246 distributed ledger technology, tokens, and 17
247247 tokenization; 18
248248 (3) support operations, including hashing and 19
249249 key storage and security systems, that form the 20
250250 foundation of blockchain technology or other distrib-21

277277 this section, the Secretary shall— 20

279279 holders, including private sector individuals and enti-22
280280 ties, and incorporate industry expertise; 23

321321 ULES OFCONSTRUCTION.—Nothing in this sec-7
322322 tion may be construed to— 8
323323 (1) require a private entity to share information 9
324324 with the Secretary; 10
325325 (2) require a private entity to request assist-11
326326 ance from the Secretary; 12
327327 (3) require a private entity to implement any 13
328328 measure or recommendation suggested by the Sec-14
329329 retary in response to a request by the private entity; 15
330330 or 16
331331 (4) require the adoption of the best practices 17
332332 described in subsection (c). 18

334334 ONSULTATION.—In implementing this section, 19
335335 the Secretary may, as appropriate, consult with the heads 20
336336 of relevant Federal agencies. 21

338338 ERMINATION OF PROGRAM.—The Blockchain 22
339339 Deployment Program established pursuant to subsection 23
340340 (b)(3) shall terminate on the date that is 7 years after 24
341341 the date of the enactment of this Act. 25

346346 Not later than 2 years after the date of the enact-2
347347 ment of this Act, and annually thereafter, the Secretary 3
348348 shall make public on the website of the Department of 4
349349 Commerce and submit to the Committee on Energy and 5
350350 Commerce of the House of Representatives and the Com-6
351351 mittee on Commerce, Science, and Transportation of the 7
352352 Senate a report that includes— 8
353353 (1) a description of the activities of the Sec-9
354354 retary under this Act during the preceding year; 10
355355 (2) any recommendations by the Secretary for 11
356356 additional legislation to strengthen the competitive-12
357357 ness of the United States with respect to blockchain 13
358358 technology or other distributed ledger technology, 14
359359 applications built on blockchain technology or other 15
360360 distributed ledger technology, tokens, and 16
361361 tokenization; and 17
362362 (3) a description of any emerging risks and 18
363363 long-term trends with respect to blockchain tech-19
364364 nology or other distributed ledger technology, appli-20
365365 cations built on blockchain technology or other dis-21
366366 tributed ledger technology, tokens, and tokenization. 22
