To direct the Secretary of Commerce to take actions nec-
essary and appropriate to promote the competitiveness 
of the United States related to the deployment, use, 
application, and competitiveness of blockchain technology 
or other distributed ledger technology, and for other pur-
poses. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Deploying American 4
Blockchains Act of 2025’’. 5

SEC. 2. DEFINITIONS. 1
In this Act: 2
(1) B
LOCKCHAIN TECHNOLOGY OR OTHER DIS -3
TRIBUTED LEDGER TECHNOLOGY .—The term 4
‘‘blockchain technology or other distributed ledger 5
technology’’ means a distributed digital database 6
where data is— 7
(A) shared across a network of computers 8
to create a ledger of verified information among 9
network participants; 10
(B) linked using cryptography to maintain 11
the integrity of the ledger and to execute other 12
functions; and 13
(C) distributed among network partici-14
pants in an automated fashion to concurrently 15
update network participants on the state of the 16
ledger and other functions. 17
(2) C
OVERED NONGOVERNMENTAL REPRESENT -18
ATIVES.—The term ‘‘covered nongovernmental rep-19
resentatives’’ means representatives as specified in 20
the second sentence of section 135(b)(1) of the 21
Trade Act of 1974 (19 U.S.C. 2155(b)(1)), except 22
that such term does not include representatives of 23
non-Federal Governments. 24
(3) S
ECRETARY.—The term ‘‘Secretary’’ means 25
the Secretary of Commerce. 26

(4) STATE.—The term ‘‘State’’ means each of 1
the several States, the District of Columbia, each 2
commonwealth, territory, or possession of the United 3
States, and each federally recognized Indian Tribe. 4

OKEN.—The term ‘‘token’’ means a trans-5
ferable, digital representation of information re-6
corded on blockchain technology or other distributed 7
ledger technology. 8
(6) T
OKENIZATION.—The term ‘‘tokenization’’ 9
means the process of creating a token. 10
SEC. 3. DEPARTMENT OF COMMERCE LEADERSHIP ON 11
BLOCKCHAIN. 12
(a) F
UNCTION OFSECRETARY.—The Secretary shall 13
serve as the principal advisor to the President for policy 14
pertaining to the deployment, use, application, and com-15
petitiveness of blockchain technology or other distributed 16
ledger technology, applications built on blockchain tech-17
nology or other distributed ledger technology, tokens, and 18
tokenization. 19
(b) A
CTIVITIES.—The Secretary shall take actions 20
necessary and appropriate to support the leadership of the 21
United States with respect to the deployment, use, appli-22
cation, and competitiveness of blockchain technology or 23
other distributed ledger technology, applications built on 24

blockchain technology or other distributed ledger tech-1
nology, tokens, and tokenization, including by— 2
(1) developing policies and recommendations on 3
issues and risks related to the deployment, use, ap-4
plication, and competitiveness of blockchain tech-5
nology or other distributed ledger technology, appli-6
cations built on blockchain technology or other dis-7
tributed ledger technology, tokens, and tokenization, 8
including the issues of decentralized identity, cyber-9
security, key storage and security systems, artificial 10
intelligence, fraud reduction, regulatory compliance, 11
e-commerce, health care applications, and supply 12
chain resiliency; 13
(2) supporting and promoting the stability, 14
maintenance, improvement, and security of 15
blockchain technology or other distributed ledger 16
technology, applications built on blockchain tech-17
nology or other distributed ledger technology, to-18
kens, and tokenization; 19
(3) helping to promote the leadership of the 20
United States with respect to the deployment, use, 21
application, and competitiveness of blockchain tech-22
nology or other distributed ledger technology, appli-23
cations built on blockchain technology or other dis-24
tributed ledger technology, tokens, and tokenization 25

through the establishment of a Blockchain Deploy-1
ment Program in the Department of Commerce; 2
(4) promoting the national security and eco-3
nomic security of the United States with respect to 4
blockchain technology or other distributed ledger 5
technology, applications built on blockchain tech-6
nology or other distributed ledger technology, to-7
kens, and tokenization; 8
(5) supporting engagement with the public to 9
promote the best practices described in subsection 10
(c); 11
(6) considering policies and programs to en-12
courage and improve coordination among Federal 13
agencies with respect to the deployment of 14
blockchain technology or other distributed ledger 15
technology, applications built on blockchain tech-16
nology or other distributed ledger technology, to-17
kens, and tokenization; 18
(7) examining— 19
(A) how Federal agencies can benefit from 20
utilizing blockchain technology or other distrib-21
uted ledger technology, applications built on 22
blockchain technology or other distributed ledg-23
er technology, tokens, and tokenization; 24

(B) the current use by Federal agencies of 1
blockchain technology or other distributed ledg-2
er technology, applications built on blockchain 3
technology or other distributed ledger tech-4
nology, tokens, and tokenization; 5
(C) the current and future preparedness 6
and ability of Federal agencies to adopt 7
blockchain technology or other distributed ledg-8
er technology, applications built on blockchain 9
technology or other distributed ledger tech-10
nology, tokens, and tokenization; and 11
(D) additional security measures Federal 12
agencies may need to take to— 13
(i) safely and securely use blockchain 14
technology or other distributed ledger tech-15
nology, applications built on blockchain 16
technology or other distributed ledger tech-17
nology, tokens, and tokenization, including 18
to ensure the security of critical infrastruc-19
ture; and 20
(ii) enhance the resiliency of Federal 21
systems against cyber threats to blockchain 22
technology or other distributed ledger tech-23
nology, applications built on blockchain 24

technology or other distributed ledger tech-1
nology, tokens, and tokenization; 2
(8) supporting coordination of the activities of 3
the Federal Government related to the security of 4
blockchain technology and other distributed ledger 5
technology, applications built on blockchain tech-6
nology or other distributed ledger technology, to-7
kens, and tokenization; and 8
(9) not later than 180 days after the date of 9
the enactment of this Act, establishing advisory com-10
mittees to support the adoption of blockchain tech-11
nology or other distributed ledger technology, appli-12
cations built on blockchain technology or other dis-13
tributed ledger technology, tokens, and tokenization, 14
the membership of which shall include— 15
(A) the Secretary; 16
(B) representatives of Federal agencies (as 17
determined necessary by the Secretary); and 18
(C) nongovernmental stakeholders with ex-19
pertise related to blockchain technology or other 20
distributed ledger technology, including— 21
(i) blockchain technology or other dis-22
tributed ledger technology infrastructure 23
operators, suppliers, service providers, and 24
vendors; 25

(ii) application developers building on 1
blockchain technology or other distributed 2
ledger technology; 3
(iii) developers and organizations sup-4
porting the advancement and deployment 5
of public blockchain technology or other 6
distributed ledger technology; 7
(iv) subject matter experts rep-8
resenting industrial sectors that can ben-9
efit from blockchain technology or other 10
distributed ledger technology; 11
(v) small, medium, and large busi-12
nesses; 13
(vi) think tanks and academia; 14
(vii) nonprofit organizations and con-15
sumer groups; 16
(viii) cybersecurity experts; 17
(ix) rural stakeholders; 18
(x) covered nongovernmental rep-19
resentatives; 20
(xi) artists and the content creator 21
community; and 22
(xii) other stakeholders with relevant 23
expertise (as determined necessary by the 24
Secretary). 25

(c) BESTPRACTICES.—The Secretary shall, on an 1
ongoing basis, facilitate and support the development and 2
dissemination of best practices with respect to blockchain 3
technology or other distributed ledger technology, applica-4
tions built on blockchain technology or other distributed 5
ledger technology, tokens, and tokenization that— 6
(1) support the private sector, the public sector, 7
and public-private partnerships in the deployment of 8
technologies needed to advance the capabilities of 9
blockchain technology or other distributed ledger 10
technology, applications built on blockchain tech-11
nology or other distributed ledger technology, to-12
kens, and tokenization; 13
(2) support the interoperability of blockchain 14
technology or other distributed ledger technology, 15
applications built on blockchain technology or other 16
distributed ledger technology, tokens, and 17
tokenization; 18
(3) support operations, including hashing and 19
key storage and security systems, that form the 20
foundation of blockchain technology or other distrib-21
uted ledger technology, applications built on 22
blockchain technology or other distributed ledger 23
technology, tokens, and tokenization; 24

(4) reduce cybersecurity and other risks that 1
may compromise blockchain technology or other dis-2
tributed ledger technology, applications built on 3
blockchain technology or other distributed ledger 4
technology, tokens, and tokenization; 5
(5) reduce uncertainty and risks in the use of 6
blockchain technology or other distributed ledger 7
technology, applications built on blockchain tech-8
nology or other distributed ledger technology, to-9
kens, and tokenization; and 10
(6) quantify the value and potential cost sav-11
ings associated with adoption of blockchain tech-12
nology or other distributed ledger technology, appli-13
cations built on blockchain technology or other dis-14
tributed ledger technology, tokens, and tokenization, 15
including through comparative analyses of competing 16
and existing technologies within specific industry ap-17
plications. 18
(d) A
DDITIONALREQUIREMENTS.—In carrying out 19
this section, the Secretary shall— 20
(1) consult closely and regularly with stake-21
holders, including private sector individuals and enti-22
ties, and incorporate industry expertise; 23
(2) collaborate with private sector stakeholders 24
to identify prioritized, flexible, repeatable, perform-25

ance-based, and cost-effective approaches to the de-1
ployment of blockchain technology or other distrib-2
uted ledger technology, applications built on 3
blockchain technology or other distributed ledger 4
technology, tokens, and tokenization; 5
(3) disseminate research and information per-6
taining to the use of, and marketplace for, 7
blockchain technology or other distributed ledger 8
technology, applications built on blockchain tech-9
nology or other distributed ledger technology, to-10
kens, and tokenization; 11
(4) develop standardized terminology for, and 12
promote common understanding of, blockchain tech-13
nology or other distributed ledger technology, appli-14
cations built on blockchain technology or other dis-15
tributed ledger technology, tokens, and tokenization; 16
(5) ensure the best practices described in sub-17
section (c) facilitate the ease of use of blockchain 18
technology or other distributed ledger technology, 19
applications built on blockchain technology or other 20
distributed ledger technology, tokens, and 21
tokenization; 22
(6) support open-source infrastructure, data 23
management, and authentication activities with re-24
spect to blockchain technology or other distributed 25

ledger technology, applications built on blockchain 1
technology or other distributed ledger technology, to-2
kens, and tokenization; and 3
(7) consider the needs and interests of both the 4
private and public sector, including small businesses 5
and Federal, State, and local governments. 6
(e) R
ULES OFCONSTRUCTION.—Nothing in this sec-7
tion may be construed to— 8
(1) require a private entity to share information 9
with the Secretary; 10
(2) require a private entity to request assist-11
ance from the Secretary; 12
(3) require a private entity to implement any 13
measure or recommendation suggested by the Sec-14
retary in response to a request by the private entity; 15
or 16
(4) require the adoption of the best practices 17
described in subsection (c). 18
(f) C
ONSULTATION.—In implementing this section, 19
the Secretary may, as appropriate, consult with the heads 20
of relevant Federal agencies. 21
(g) T
ERMINATION OF PROGRAM.—The Blockchain 22
Deployment Program established pursuant to subsection 23
(b)(3) shall terminate on the date that is 7 years after 24
the date of the enactment of this Act. 25

SEC. 4. REPORT TO CONGRESS. 1
Not later than 2 years after the date of the enact-2
ment of this Act, and annually thereafter, the Secretary 3
shall make public on the website of the Department of 4
Commerce and submit to the Committee on Energy and 5
Commerce of the House of Representatives and the Com-6
mittee on Commerce, Science, and Transportation of the 7
Senate a report that includes— 8
(1) a description of the activities of the Sec-9
retary under this Act during the preceding year; 10
(2) any recommendations by the Secretary for 11
additional legislation to strengthen the competitive-12
ness of the United States with respect to blockchain 13
technology or other distributed ledger technology, 14
applications built on blockchain technology or other 15
distributed ledger technology, tokens, and 16
tokenization; and 17
(3) a description of any emerging risks and 18
long-term trends with respect to blockchain tech-19
nology or other distributed ledger technology, appli-20
cations built on blockchain technology or other dis-21
tributed ledger technology, tokens, and tokenization. 22
