A BILL 
To prohibit the importation of certain minerals from the 
Russian Federation. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Stop Russian Market 4
Manipulation Act’’. 5
SEC. 2. PROHIBITION ON IMPORTATION OF CERTAIN MIN-6
ERALS FROM THE RUSSIAN FEDERATION. 7
(a) I
NGENERAL.—Beginning on the date that is 90 8
days after the date of the enactment of this Act, no min-9
eral specified in subsection (b) may be imported into the 10
United States if the mineral is— 11

(1) produced in the Russian Federation or by 1
a Russian entity; or 2
(2) determined to have been exchanged with, 3
swapped for, or otherwise obtained in lieu of a min-4
eral described in paragraph (1) in a manner de-5
signed to evade or circumvent the application of this 6
section. 7
(b) M
INERALSSPECIFIED.—The minerals specified 8
in this subsection are the following: 9
(1) Platinum, unwrought or in 10
semimanufactured forms, classified under heading 11
7110 of the Harmonized Tariff Schedule of the 12
United States (in this Act, referred to as the 13
‘‘HTS’’), including— 14
(A) palladium; 15
(B) braggite; 16
(C) rhodium; and 17
(D) ruthenium. 18
(2) Nickel classified under heading 2604 of the 19
HTS. 20
(3) Copper, ores and concentrates, classified 21
under heading 2603 of the HTS, including zinc. 22
(c) T
ERMINATION.— 23
(1) I
N GENERAL.—The prohibition under sub-24
section (a) shall, subject to paragraph (2), terminate 25

on the date that is one year after the President cer-1
tifies to Congress that the Government of the Rus-2
sian Federation has ended all hostilities against 3
Ukraine. 4
(2) P
ROBATIONARY PERIOD .—If, at any time 5
during the 3-year period after the President submits 6
a certification described in paragraph (1), the Presi-7
dent certifies to Congress that the Government of 8
the Russian Federation has resumed hostilities 9
against Ukraine, the prohibition under subsection 10
(a) shall— 11
(A) resume effect; 12
(B) remain in effect until the President 13
submits to Congress another certification de-14
scribed in paragraph (1); and 15
(C) after the President submits such a cer-16
tification, be subject to resumption as described 17
in this paragraph. 18
(d) N
OWAIVER.—Notwithstanding any other provi-19
sion of law, the President may not waive the prohibition 20
under subsection (a). 21
(e) R
USSIANENTITYDEFINED.—In this section, the 22
term ‘‘Russian entity’’ means an entity that is organized 23

under the laws of, or otherwise subject to the jurisdiction 1
of, the Russian Federation. 2
