2828 (a) S
2929 TUDY.—Not later than 1 year after the date of 3
3030 the enactment of this Act, the Secretary of Commerce 4
3131 shall conduct a study to— 5
3232 (1) identify, within each critical infrastructure 6
3333 sector, any product that is in high demand and is 7
3434 being imported due to a manufacturing, material, or 8
3535 supply chain constraint in the United States; 9
3636 (2) analyze the costs and benefits of manufac-10
3737 turing in the United States any product identified 11
3838 under paragraph (1), including any effects on— 12
3939 (A) jobs, employment rates, and labor con-13
4040 ditions in the United States; and 14
4141 (B) the cost of the product; 15
4242 (3) identify any product identified under para-16
4343 graph (1) that feasibly may be manufactured in the 17
4444 United States; and 18
4545 (4) analyze the feasibility of, and any impedi-19
4646 ments to, manufacturing any product identified 20
4747 under paragraph (3) in— 21
4848 (A) a rural area; 22
4949 (B) an industrial park; or 23
5050 (C) an industrial park in a rural area. 24

5454 (b) REPORT TO CONGRESS.—Not later than 18 1
5555 months after the date of the enactment of this Act, the 2
5656 Secretary shall— 3
5757 (1) submit to Congress a report containing the 4
5858 results of the study required by subsection (a), with 5
5959 recommendations relating to manufacturing in the 6
6060 United States products identified under subsection 7
6161 (a)(3); and 8
6262 (2) make the report available to the public on 9
6363 the website of the Department of Commerce. 10

6565 IMITATION ONAUTHORITY.—This section may 11
6666 not be construed to provide the Secretary of Commerce 12
6767 with authority to compel a person to provide information 13
6868 described in this section. 14

7070 EFINITION OF CRITICALINFRASTRUCTURE 15

7272 ECTOR.—In this section, the term ‘‘critical infrastructure 16
7373 sector’’ means each of the 16 designated critical infra-17
7474 structure sectors identified in Presidential Policy Directive 18
7575 21 of February 12, 2013 (Critical Infrastructure Security 19
7676 and Resilience). 20
