To direct the Secretary of Commerce to conduct a study 
on the feasibility of manufacturing in the United States 
products for critical infrastructure sectors, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Critical Infrastructure 4
Manufacturing Feasibility Act’’. 5

SEC. 2. STUDY ON CRITICAL INFRASTRUCTURE MANUFAC-1
TURING IN THE UNITED STATES. 2
(a) S
TUDY.—Not later than 1 year after the date of 3
the enactment of this Act, the Secretary of Commerce 4
shall conduct a study to— 5
(1) identify, within each critical infrastructure 6
sector, any product that is in high demand and is 7
being imported due to a manufacturing, material, or 8
supply chain constraint in the United States; 9
(2) analyze the costs and benefits of manufac-10
turing in the United States any product identified 11
under paragraph (1), including any effects on— 12
(A) jobs, employment rates, and labor con-13
ditions in the United States; and 14
(B) the cost of the product; 15
(3) identify any product identified under para-16
graph (1) that feasibly may be manufactured in the 17
United States; and 18
(4) analyze the feasibility of, and any impedi-19
ments to, manufacturing any product identified 20
under paragraph (3) in— 21
(A) a rural area; 22
(B) an industrial park; or 23
(C) an industrial park in a rural area. 24

(b) REPORT TO CONGRESS.—Not later than 18 1
months after the date of the enactment of this Act, the 2
Secretary shall— 3
(1) submit to Congress a report containing the 4
results of the study required by subsection (a), with 5
recommendations relating to manufacturing in the 6
United States products identified under subsection 7
(a)(3); and 8
(2) make the report available to the public on 9
the website of the Department of Commerce. 10
(c) L
IMITATION ONAUTHORITY.—This section may 11
not be construed to provide the Secretary of Commerce 12
with authority to compel a person to provide information 13
described in this section. 14

EFINITION OF CRITICALINFRASTRUCTURE 15
S
ECTOR.—In this section, the term ‘‘critical infrastructure 16
sector’’ means each of the 16 designated critical infra-17
structure sectors identified in Presidential Policy Directive 18
21 of February 12, 2013 (Critical Infrastructure Security 19
and Resilience). 20
