2828 Title IV of the Robert T. Stafford Disaster Relief and 2
2929 Emergency Assistance Act (42 U.S.C. 5170 et seq.) is 3
3030 amended by adding at the end the following: 4
3131 ‘‘SEC. 431. ELIGIBILITY OF ALIENS FOR ASSISTANCE. 5
3232 ‘‘(a) I
3333 NGENERAL.—With respect to an alien other-6
3434 wise eligible for any assistance provided to individuals 7
3535 under this Act, only a qualified alien shall be eligible for 8
3636 such assistance. 9
3737 ‘‘(b) D
3838 EFINITIONS.—In this section: 10
3939 ‘‘(1) I
4040 N GENERAL.—Except as otherwise pro-11
4141 vided, the terms used have the same meaning given 12
4242 such terms in section 101(a) of the Immigration and 13
4343 Nationality Act (8 U.S.C. 1101(a)). 14
4444 ‘‘(2) Q
4545 UALIFIED ALIEN.—The term ‘qualified 15
4646 alien’ has the meaning given such term in section 16
4747 431 of the Personal Responsibility and Work Oppor-17
4848 tunity Reconciliation Act of 1996 (8 U.S.C. 1641), 18
4949 except that such term does not include— 19
5050 ‘‘(A) an alien who— 20
5151 ‘‘(i) is granted asylum under section 21
5252 208 of the Immigration and Nationality 22
5353 Act (8 U.S.C. 1158); and 23
5454 ‘‘(ii) has not sought adjustment to the 24
5555 status of alien lawfully admitted for per-25

6868 ‘‘(C) an alien who is paroled into the 10
6969 United States under section 212(d)(5) of such 11
