A BILL 
To amend the Robert T. Stafford Disaster Relief and Emer-
gency Assistance Act to provide that aliens who are 
not qualified aliens are ineligible for certain assistance, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘FEMA for America 4
First Act of 2025’’. 5

SEC. 2. ELIGIBILITY OF ALIENS FOR ASSISTANCE. 1
Title IV of the Robert T. Stafford Disaster Relief and 2
Emergency Assistance Act (42 U.S.C. 5170 et seq.) is 3
amended by adding at the end the following: 4
‘‘SEC. 431. ELIGIBILITY OF ALIENS FOR ASSISTANCE. 5
‘‘(a) I
NGENERAL.—With respect to an alien other-6
wise eligible for any assistance provided to individuals 7
under this Act, only a qualified alien shall be eligible for 8
such assistance. 9
‘‘(b) D
EFINITIONS.—In this section: 10
‘‘(1) I
N GENERAL.—Except as otherwise pro-11
vided, the terms used have the same meaning given 12
such terms in section 101(a) of the Immigration and 13
Nationality Act (8 U.S.C. 1101(a)). 14
‘‘(2) Q
UALIFIED ALIEN.—The term ‘qualified 15
alien’ has the meaning given such term in section 16
431 of the Personal Responsibility and Work Oppor-17
tunity Reconciliation Act of 1996 (8 U.S.C. 1641), 18
except that such term does not include— 19
‘‘(A) an alien who— 20
‘‘(i) is granted asylum under section 21
208 of the Immigration and Nationality 22
Act (8 U.S.C. 1158); and 23
‘‘(ii) has not sought adjustment to the 24
status of alien lawfully admitted for per-25

manent residence under section 209(b) of 1
such Act; 2
‘‘(B) a refugee who— 3
‘‘(i) is admitted to the United States 4
under section 207 of such Act; and 5
‘‘(ii) has not sought adjustment to the 6
status of alien lawfully admitted for per-7
manent residence under section 209(a) of 8
such Act; or 9
‘‘(C) an alien who is paroled into the 10
United States under section 212(d)(5) of such 11
Act.’’. 12
