32 | 32 | | weapons programs, conventional weapons and bal-4 |

33 | 33 | | listic missile development, and support for terrorism, 5 |

34 | 34 | | including Iran’s Revolutionary Guards Corps. 6 |

36 | 36 | | stabilizing conventional weapons systems from the 8 |

37 | 37 | | Russian Federation and other malign actors, and is 9 |

38 | 38 | | funneling weapons and financial support to its ter-10 |

39 | 39 | | rorist proxies throughout the Middle East, threat-11 |

40 | 40 | | ening allies and partners of the United States, such 12 |
