1515 Be it enacted by the Senate and House of Representa-1
1616 tives of the United States of America in Congress assembled, 2
1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Preventing Armed 4
1919 Groups from Engaging in Radicalism’’ or the ‘‘PAGER 5
2020 Act’’. 6
2121 SEC. 2. LIMITATIONS ON UNITED STATES SUPPORT FOR 7
2222 THE LEBANESE ARMED FORCES. 8
2323 Notwithstanding any other provision of law, on and 9
2424 after the date that is 60 days after the date of the enact-10

2828 ment of this Act, no Federal funds are authorized to be 1
2929 appropriated or otherwise made available to the armed 2
3030 forces of Lebanon until the date on which the Secretary 3
3131 of State certifies to the appropriate congressional commit-4
3232 tees that— 5
3333 (1) the Government of Lebanon, including the 6
3434 Chamber of Deputies, no longer recognizes the legit-7
3535 imacy as political parties of, nor permits its min-8
3636 isters or other cabinet-level officials to be from or 9
3737 claim alliance with— 10
3838 (A) Hezbollah; 11
3939 (B) Loyalty to the Resistance Bloc; and 12
4040 (C) Amal; 13
4141 (2) Hezbollah no longer maintains any presence 14
4242 in Lebanon pursuant to action of the Lebanese 15
4343 Armed Forces and internal security forces to imple-16
4444 ment the clauses of United Nations Security Council 17
4545 Resolution 1559 (2004), which calls for the ‘‘dis-18
4646 banding and disarmament of all Lebanese and non- 19
4747 Lebanese militias’’; 20
4848 (3) such implementation of United Nations Se-21
4949 curity Council Resolution 1559 includes the expul-22
5050 sion of Hezbollah forces from known strongholds; 23
5151 (4) the Lebanese Armed Forces and internal se-24
5252 curity forces have established an increased presence 25

5757 to prevent a resurgence of Hezbollah; 2
5858 (5) the Lebanese Armed Forces do not main-3
5959 tain any coordination, collaboration, or support with 4
6060 Hezbollah, its affiliates, or any other group des-5
6161 ignated by the United States as a foreign terrorist 6
6262 organization that has a presence in Lebanon as of 7
6363 the date of such certification; 8
6464 (6) no member of the Lebanese Armed Forces 9
6565 maintains any coordination with or receives any sup-10
6666 port, either directly or indirectly, from any entity or 11
6767 organization that is an agent of, affiliated with, or 12
6868 owned or controlled by the Iranian Regime or 13
6969 Hezbollah; 14
7070 (7) any military aid previously received from 15
7171 Iran, whether in the form of weapons, ammunition, 16
7272 munitions, or equipment, is destroyed or disarmed; 17
7373 and 18
7474 (8) Lebanese courts and military tribunals 19
7575 under the jurisdiction of the Lebanese armed forces 20
7676 dismiss all charges and arrest warrants against 21
7777 American citizens who have advocated against 22
7878 Hezbollah’s influence over the Government of Leb-23
7979 anon, including American journalists who have ap-24

9696 SEC. 4. DESIGNATION AS GLOBAL TERRORIST. 14
9797 Suhil Bahij Gharab is designated as a specially des-15
9898 ignated global terrorist organization under Executive 16
9999 Order 13224 (50 U.S.C. 1701 note; relating to blocking 17
100100 property and prohibiting transactions with persons who 18
101101 commit, threaten to commit, or support terrorism). 19
102102 SEC. 5. REPORT. 20
103103 Not later than 180 days after the date of the enact-21
104104 ment of this Act, and every 180 days thereafter, the Sec-22
105105 retary of State, in consultation with the Secretary of De-23
106106 fense and the Director of the Central Intelligence Agency, 24
107107 shall submit to the appropriate congressional committees 25
