13	13	To prohibit the availability of Federal funds to support the
14	14	Armed Forces of Lebanon, and for other purposes.
15	15	Be it enacted by the Senate and House of Representa-1
16	16	tives of the United States of America in Congress assembled, 2
17	17	SECTION 1. SHORT TITLE. 3
18	18	This Act may be cited as the ‘‘Preventing Armed 4
19	19	Groups from Engaging in Radicalism’’ or the ‘‘PAGER 5
20	20	Act’’. 6
21	21	SEC. 2. LIMITATIONS ON UNITED STATES SUPPORT FOR 7
22	22	THE LEBANESE ARMED FORCES. 8
23	23	Notwithstanding any other provision of law, on and 9
24	24	after the date that is 60 days after the date of the enact-10

28	28	ment of this Act, no Federal funds are authorized to be 1
29	29	appropriated or otherwise made available to the armed 2
30	30	forces of Lebanon until the date on which the Secretary 3
31	31	of State certifies to the appropriate congressional commit-4
32	32	tees that— 5
33	33	(1) the Government of Lebanon, including the 6
34	34	Chamber of Deputies, no longer recognizes the legit-7
35	35	imacy as political parties of, nor permits its min-8
36	36	isters or other cabinet-level officials to be from or 9
37	37	claim alliance with— 10
38	38	(A) Hezbollah; 11
39	39	(B) Loyalty to the Resistance Bloc; and 12
40	40	(C) Amal; 13
41	41	(2) Hezbollah no longer maintains any presence 14
42	42	in Lebanon pursuant to action of the Lebanese 15
43	43	Armed Forces and internal security forces to imple-16
44	44	ment the clauses of United Nations Security Council 17
45	45	Resolution 1559 (2004), which calls for the ‘‘dis-18
46	46	banding and disarmament of all Lebanese and non- 19
47	47	Lebanese militias’’; 20
48	48	(3) such implementation of United Nations Se-21
49	49	curity Council Resolution 1559 includes the expul-22
50	50	sion of Hezbollah forces from known strongholds; 23
51	51	(4) the Lebanese Armed Forces and internal se-24
52	52	curity forces have established an increased presence 25

56	56	in areas known to be Hezbollah strongholds in order 1
57	57	to prevent a resurgence of Hezbollah; 2
58	58	(5) the Lebanese Armed Forces do not main-3
59	59	tain any coordination, collaboration, or support with 4
60	60	Hezbollah, its affiliates, or any other group des-5
61	61	ignated by the United States as a foreign terrorist 6
62	62	organization that has a presence in Lebanon as of 7
63	63	the date of such certification; 8
64	64	(6) no member of the Lebanese Armed Forces 9
65	65	maintains any coordination with or receives any sup-10
66	66	port, either directly or indirectly, from any entity or 11
67	67	organization that is an agent of, affiliated with, or 12
68	68	owned or controlled by the Iranian Regime or 13
69	69	Hezbollah; 14
70	70	(7) any military aid previously received from 15
71	71	Iran, whether in the form of weapons, ammunition, 16
72	72	munitions, or equipment, is destroyed or disarmed; 17
73	73	and 18
74	74	(8) Lebanese courts and military tribunals 19
75	75	under the jurisdiction of the Lebanese armed forces 20
76	76	dismiss all charges and arrest warrants against 21
77	77	American citizens who have advocated against 22
78	78	Hezbollah’s influence over the Government of Leb-23
79	79	anon, including American journalists who have ap-24

85	85	SEC. 3. LIMITATION ON UNITED STATES SUPPORT TO THE 3
86	86	UNITED NATIONS DEVELOPMENT PRO-4

88	88	On and after the date that is 60 days after the date 6
89	89	of the enactment of this Act, no Federal funds authorized 7
90	90	to be appropriated or otherwise made available to the 8
91	91	United Nations Development Programme may be obli-9
92	92	gated or expended to support any livelihood support pro-10
93	93	grams making assistance available to members of the Leb-11
94	94	anese armed forces or the Lebanese internal security 12
95	95	forces. 13
96	96	SEC. 4. DESIGNATION AS GLOBAL TERRORIST. 14
97	97	Suhil Bahij Gharab is designated as a specially des-15
98	98	ignated global terrorist organization under Executive 16
99	99	Order 13224 (50 U.S.C. 1701 note; relating to blocking 17
100	100	property and prohibiting transactions with persons who 18
101	101	commit, threaten to commit, or support terrorism). 19
102	102	SEC. 5. REPORT. 20
103	103	Not later than 180 days after the date of the enact-21
104	104	ment of this Act, and every 180 days thereafter, the Sec-22
105	105	retary of State, in consultation with the Secretary of De-23
106	106	fense and the Director of the Central Intelligence Agency, 24
107	107	shall submit to the appropriate congressional committees 25

112	112	ment of Iran throughout the Government of Lebanon, in-2
113	113	cluding the Lebanese Ministry of Defense. 3

116	116	In this Act, the term ‘‘appropriate congressional com-6
117	117	mittees’’ means— 7
118	118	(1) the Committee on Foreign Affairs and the 8
119	119	Committee on Armed Services of the House of Rep-9
120	120	resentatives; and 10
121	121	(2) the Committee on Foreign Relations and 11
122	122	the Committee on Armed Services of the Senate. 12
