A BILL 
To prohibit the availability of Federal funds to support the 
Armed Forces of Lebanon, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Preventing Armed 4
Groups from Engaging in Radicalism’’ or the ‘‘PAGER 5
Act’’. 6
SEC. 2. LIMITATIONS ON UNITED STATES SUPPORT FOR 7
THE LEBANESE ARMED FORCES. 8
Notwithstanding any other provision of law, on and 9
after the date that is 60 days after the date of the enact-10

ment of this Act, no Federal funds are authorized to be 1
appropriated or otherwise made available to the armed 2
forces of Lebanon until the date on which the Secretary 3
of State certifies to the appropriate congressional commit-4
tees that— 5
(1) the Government of Lebanon, including the 6
Chamber of Deputies, no longer recognizes the legit-7
imacy as political parties of, nor permits its min-8
isters or other cabinet-level officials to be from or 9
claim alliance with— 10
(A) Hezbollah; 11
(B) Loyalty to the Resistance Bloc; and 12
(C) Amal; 13
(2) Hezbollah no longer maintains any presence 14
in Lebanon pursuant to action of the Lebanese 15
Armed Forces and internal security forces to imple-16
ment the clauses of United Nations Security Council 17
Resolution 1559 (2004), which calls for the ‘‘dis-18
banding and disarmament of all Lebanese and non- 19
Lebanese militias’’; 20
(3) such implementation of United Nations Se-21
curity Council Resolution 1559 includes the expul-22
sion of Hezbollah forces from known strongholds; 23
(4) the Lebanese Armed Forces and internal se-24
curity forces have established an increased presence 25

in areas known to be Hezbollah strongholds in order 1
to prevent a resurgence of Hezbollah; 2
(5) the Lebanese Armed Forces do not main-3
tain any coordination, collaboration, or support with 4
Hezbollah, its affiliates, or any other group des-5
ignated by the United States as a foreign terrorist 6
organization that has a presence in Lebanon as of 7
the date of such certification; 8
(6) no member of the Lebanese Armed Forces 9
maintains any coordination with or receives any sup-10
port, either directly or indirectly, from any entity or 11
organization that is an agent of, affiliated with, or 12
owned or controlled by the Iranian Regime or 13
Hezbollah; 14
(7) any military aid previously received from 15
Iran, whether in the form of weapons, ammunition, 16
munitions, or equipment, is destroyed or disarmed; 17
and 18
(8) Lebanese courts and military tribunals 19
under the jurisdiction of the Lebanese armed forces 20
dismiss all charges and arrest warrants against 21
American citizens who have advocated against 22
Hezbollah’s influence over the Government of Leb-23
anon, including American journalists who have ap-24

guests on their media programs. 2
SEC. 3. LIMITATION ON UNITED STATES SUPPORT TO THE 3
UNITED NATIONS DEVELOPMENT PRO-4
GRAMME. 5
On and after the date that is 60 days after the date 6
of the enactment of this Act, no Federal funds authorized 7
to be appropriated or otherwise made available to the 8
United Nations Development Programme may be obli-9
gated or expended to support any livelihood support pro-10
grams making assistance available to members of the Leb-11
anese armed forces or the Lebanese internal security 12
forces. 13
SEC. 4. DESIGNATION AS GLOBAL TERRORIST. 14
Suhil Bahij Gharab is designated as a specially des-15
ignated global terrorist organization under Executive 16
Order 13224 (50 U.S.C. 1701 note; relating to blocking 17
property and prohibiting transactions with persons who 18
commit, threaten to commit, or support terrorism). 19
SEC. 5. REPORT. 20
Not later than 180 days after the date of the enact-21
ment of this Act, and every 180 days thereafter, the Sec-22
retary of State, in consultation with the Secretary of De-23
fense and the Director of the Central Intelligence Agency, 24
shall submit to the appropriate congressional committees 25

a report on the influences of Hezbollah and the Govern-1
ment of Iran throughout the Government of Lebanon, in-2
cluding the Lebanese Ministry of Defense. 3
SEC. 6. APPROPRIATE CONGRESSIONAL COMMITTEES DE-4
FINED. 5
In this Act, the term ‘‘appropriate congressional com-6
mittees’’ means— 7
(1) the Committee on Foreign Affairs and the 8
Committee on Armed Services of the House of Rep-9
resentatives; and 10
(2) the Committee on Foreign Relations and 11
the Committee on Armed Services of the Senate. 12
