3535 NGENERAL.—Section 1142(b) of title 10, 5
3636 United States Code, is amended by adding at the end the 6
3737 following new paragraph: 7
3838 ‘‘(20) A presentation that promotes the benefits 8
3939 available to veterans under the laws administered by 9
4040 the Secretary of Veterans Affairs. Such presen-10
4141 tation— 11
4242 ‘‘(A) shall be standardized; 12
4343 ‘‘(B) shall, before implementation, be re-13
4444 viewed and approved by the Secretary of Vet-14
4545 erans Affairs in collaboration with veterans 15
4646 service organizations that provide claims assist-16
4747 ance under the benefits delivery at discharge 17
4848 program of the Department of Veterans Affairs; 18
4949 ‘‘(C) shall be submitted by the Secretary of 19
5050 Veterans Affairs to the Committees on Vet-20
5151 erans’ Affairs of the Senate and the House of 21
5252 Representatives for review at least 90 days be-22
5353 fore implementation; 23
5454 ‘‘(D) where available, shall be presented 24
5555 with the participation of— 25

6060 service organization recognized under sec-2
6161 tion 5902 of title 38; or 3
6262 ‘‘(ii) an individual— 4
6363 ‘‘(I) recognized under section 5

6565 ‘‘(II) authorized by the Secretary 7
6666 concerned to so participate; 8
6767 ‘‘(E) shall include information on how a 9
6868 veterans service organization may assist the 10
6969 member in filing a claim described in paragraph 11
7070 (19); 12
7171 ‘‘(F) may not encourage the member to 13
7272 join a particular veterans service organization; 14
7373 and 15
7474 ‘‘(G) may not be longer than one hour.’’. 16

7676 NNUALREPORT.—Not less frequently than once 17
7777 each year after the date of the enactment of this Act, the 18
7878 Secretary of Veterans Affairs shall submit, to the Commit-19
7979 tees on Armed Services of the Senate and House of Rep-20
8080 resentatives, and to the Committees on Veterans’ Affairs 21
8181 of the Senate and House of Representatives, a report 22
8282 that— 23
8383 (1) identifies each veterans service organization 24
8484 that participated in a presentation under paragraph 25
