17	17	A BILL
18	18	To amend title 10, United States Code, to include, in the
19	19	Transition Assistance Program, a presentation that pro-
20	20	motes the benefits available to veterans under laws ad-
21	21	ministered by the Secretary of Veterans Affairs, and
22	22	for other purposes.
23	23	Be it enacted by the Senate and House of Representa-1
24	24	tives of the United States of America in Congress assembled, 2
25	25	SECTION 1. SHORT TITLE. 3
26	26	This Act may be cited as the ‘‘TAP Promotion Act’’. 4

32	32	PROMOTE BENEFITS AVAILABLE TO VET-3

34	34	(a) I
35	35	NGENERAL.—Section 1142(b) of title 10, 5
36	36	United States Code, is amended by adding at the end the 6
37	37	following new paragraph: 7
38	38	‘‘(20) A presentation that promotes the benefits 8
39	39	available to veterans under the laws administered by 9
40	40	the Secretary of Veterans Affairs. Such presen-10
41	41	tation— 11
42	42	‘‘(A) shall be standardized; 12
43	43	‘‘(B) shall, before implementation, be re-13
44	44	viewed and approved by the Secretary of Vet-14
45	45	erans Affairs in collaboration with veterans 15
46	46	service organizations that provide claims assist-16
47	47	ance under the benefits delivery at discharge 17
48	48	program of the Department of Veterans Affairs; 18
49	49	‘‘(C) shall be submitted by the Secretary of 19
50	50	Veterans Affairs to the Committees on Vet-20
51	51	erans’ Affairs of the Senate and the House of 21
52	52	Representatives for review at least 90 days be-22
53	53	fore implementation; 23
54	54	‘‘(D) where available, shall be presented 24
55	55	with the participation of— 25

59	59	‘‘(i) a representative of a veterans 1
60	60	service organization recognized under sec-2
61	61	tion 5902 of title 38; or 3
62	62	‘‘(ii) an individual— 4
63	63	‘‘(I) recognized under section 5
64	64	5903 of such title; and 6
65	65	‘‘(II) authorized by the Secretary 7
66	66	concerned to so participate; 8
67	67	‘‘(E) shall include information on how a 9
68	68	veterans service organization may assist the 10
69	69	member in filing a claim described in paragraph 11
70	70	(19); 12
71	71	‘‘(F) may not encourage the member to 13
72	72	join a particular veterans service organization; 14
73	73	and 15
74	74	‘‘(G) may not be longer than one hour.’’. 16

76	76	NNUALREPORT.—Not less frequently than once 17
77	77	each year after the date of the enactment of this Act, the 18
78	78	Secretary of Veterans Affairs shall submit, to the Commit-19
79	79	tees on Armed Services of the Senate and House of Rep-20
80	80	resentatives, and to the Committees on Veterans’ Affairs 21
81	81	of the Senate and House of Representatives, a report 22
82	82	that— 23
83	83	(1) identifies each veterans service organization 24
84	84	that participated in a presentation under paragraph 25

91	91	Armed Forces who attended such presentations; and 4

93	93	retary regarding changes to such presentation or to 6
94	94	such paragraph. 7
