A BILL
To amend title 10, United States Code, to include, in the
Transition Assistance Program, a presentation that pro-
motes the benefits available to veterans under laws ad-
ministered by the Secretary of Veterans Affairs, and
for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘TAP Promotion Act’’. 4

SEC. 2. TRANSITION ASSISTANCE PROGRAM: PRESEN-1
TATION IN PRESEPARATION COUNSELING TO 2
PROMOTE BENEFITS AVAILABLE TO VET-3
ERANS. 4
(a) I
NGENERAL.—Section 1142(b) of title 10, 5
United States Code, is amended by adding at the end the 6
following new paragraph: 7
‘‘(20) A presentation that promotes the benefits 8
available to veterans under the laws administered by 9
the Secretary of Veterans Affairs. Such presen-10
tation— 11
‘‘(A) shall be standardized; 12
‘‘(B) shall, before implementation, be re-13
viewed and approved by the Secretary of Vet-14
erans Affairs in collaboration with veterans 15
service organizations that provide claims assist-16
ance under the benefits delivery at discharge 17
program of the Department of Veterans Affairs; 18
‘‘(C) shall be submitted by the Secretary of 19
Veterans Affairs to the Committees on Vet-20
erans’ Affairs of the Senate and the House of 21
Representatives for review at least 90 days be-22
fore implementation; 23
‘‘(D) where available, shall be presented 24
with the participation of— 25

‘‘(i) a representative of a veterans 1
service organization recognized under sec-2
tion 5902 of title 38; or 3
‘‘(ii) an individual— 4
‘‘(I) recognized under section 5
5903 of such title; and 6
‘‘(II) authorized by the Secretary 7
concerned to so participate; 8
‘‘(E) shall include information on how a 9
veterans service organization may assist the 10
member in filing a claim described in paragraph 11
(19); 12
‘‘(F) may not encourage the member to 13
join a particular veterans service organization; 14
and 15
‘‘(G) may not be longer than one hour.’’. 16
(b) A
NNUALREPORT.—Not less frequently than once 17
each year after the date of the enactment of this Act, the 18
Secretary of Veterans Affairs shall submit, to the Commit-19
tees on Armed Services of the Senate and House of Rep-20
resentatives, and to the Committees on Veterans’ Affairs 21
of the Senate and House of Representatives, a report 22
that— 23
(1) identifies each veterans service organization 24
that participated in a presentation under paragraph 25

(20) of section 1142(b) of title 10, United States 1
Code, as added by subsection (a); 2
(2) contains the number of members of the 3
Armed Forces who attended such presentations; and 4
(3) includes any recommendations of the Sec-5
retary regarding changes to such presentation or to 6
such paragraph. 7
