2323 This Act may be cited as the ‘‘Continuing Robust and 4
2424 Uninhibited Drilling and Exporting Act’’ or the ‘‘CRUDE 5
2525 Act’’. 6

3131 Section 101(d)(1) of division O of the Consolidated 3
3232 Appropriations Act, 2016 (42 U.S.C. 6212a(d)(1)) is 4
3333 amended— 5
3434 (1) by amending subparagraph (A) to read as 6
3535 follows: 7
3636 ‘‘(A)(i) the Secretary of Defense, the Sec-8
3737 retary of Energy, and the Secretary of Com-9
3838 merce jointly find and report to the President 10
3939 and to the Congress that— 11
4040 ‘‘(I) the export of crude oil pursuant 12
4141 to this Act has caused sustained material 13
4242 oil supply shortages or sustained oil prices 14
4343 significantly above world market levels that 15
4444 are directly attributable to the export of 16
4545 crude oil produced in the United States; 17
4646 and 18
4747 ‘‘(II) those supply shortages or price 19
4848 increases have caused or are likely to cause 20
4949 sustained material adverse employment ef-21
5050 fects in the United States; and 22
5151 ‘‘(ii) the President declares a national 23
5252 emergency based on the findings of a report 24
5353 under clause (i) and formally notices the dec-25
