A BILL 
To revise the authority provided to the President to impose 
export licensing requirements or other restrictions on 
the export of crude oil from the United States, and 
for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Continuing Robust and 4
Uninhibited Drilling and Exporting Act’’ or the ‘‘CRUDE 5
Act’’. 6

SEC. 2. CRUDE OIL EXPORT LICENSING REQUIREMENTS 1
AND OTHER RESTRICTIONS. 2
Section 101(d)(1) of division O of the Consolidated 3
Appropriations Act, 2016 (42 U.S.C. 6212a(d)(1)) is 4
amended— 5
(1) by amending subparagraph (A) to read as 6
follows: 7
‘‘(A)(i) the Secretary of Defense, the Sec-8
retary of Energy, and the Secretary of Com-9
merce jointly find and report to the President 10
and to the Congress that— 11
‘‘(I) the export of crude oil pursuant 12
to this Act has caused sustained material 13
oil supply shortages or sustained oil prices 14
significantly above world market levels that 15
are directly attributable to the export of 16
crude oil produced in the United States; 17
and 18
‘‘(II) those supply shortages or price 19
increases have caused or are likely to cause 20
sustained material adverse employment ef-21
fects in the United States; and 22
‘‘(ii) the President declares a national 23
emergency based on the findings of a report 24
under clause (i) and formally notices the dec-25
