2626 tives of the United States of America in Congress assembled, 2
2727 SECTION 1. SHORT TITLE. 3
2828 This Act may be cited as the ‘‘Nuclear Weapons Abo-4
2929 lition and Conversion Act of 2025’’. 5

3434 It is the sense of Congress that the United States 2
3535 should provide leadership by— 3
3636 (1) signing the Treaty on the Prohibition of 4
3737 Nuclear Weapons; 5
3838 (2) ratifying such treaty when it is clear that 6
3939 ratification will result in— 7
4040 (A) the dismantlement and elimination of 8
4141 all nuclear weapons in every country; and 9
4242 (B) strict and effective international con-10
4343 trol of such dismantlement and elimination; and 11
4444 (3) working with the other nuclear-armed na-12
4545 tions to ensure the verifiable and irreversible elimi-13
4646 nation of all nuclear weapons from all countries, in 14
4747 accordance with the Treaty on the Prohibition of 15
4848 Nuclear Weapons. 16
4949 SEC. 3. UNITED STATES ABOLITION OF NUCLEAR WEAPONS 17
5050 AND CONVERSION OF RESOURCES TO EN-18
5151 ERGY AND ECONOMIC PURPOSES. 19
5252 Beginning on the date on which the President cer-20
5353 tifies to Congress that all countries possessing nuclear 21
5454 weapons have begun the verifiable and irreversible elimi-22
5555 nation of such weapons under the Treaty on the Prohibi-23
5656 tion of Nuclear Weapons, the President shall transfer the 24
5757 funding appropriated for nuclear weapons programs to be 25
5858 used for— 26

6262 (1) purposes related to addressing the climate 1
6363 crisis, including through the development and de-2
6464 ployment of clean, renewable energy sources, by con-3
6565 verting all nuclear weapons industry processes, 4
6666 plants, and programs for such purposes and by re-5
6767 training nuclear industry employees; 6
6868 (2) addressing human and infrastructure needs, 7
6969 such as health care, housing, education, agriculture, 8
7070 and environmental restoration, including long-term 9
7171 radioactive waste monitoring; and 10
7272 (3) actively promote policies to induce all other 11
7373 countries to join in the commitments referred to in 12
7474 paragraphs (1) and (2) to create a more peaceful 13
7575 and secure world. 14
