consideration of such provisions as fall within the jurisdiction of the com-
mittee concerned

To direct the United States to sign the Treaty on the Prohi-
bition of Nuclear Weapons and convert nuclear weapons
industry resources and personnel to purposes relating
to addressing the climate crisis, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Nuclear Weapons Abo-4
lition and Conversion Act of 2025’’. 5

SEC. 2. SENSE OF CONGRESS. 1
It is the sense of Congress that the United States 2
should provide leadership by— 3
(1) signing the Treaty on the Prohibition of 4
Nuclear Weapons; 5
(2) ratifying such treaty when it is clear that 6
ratification will result in— 7
(A) the dismantlement and elimination of 8
all nuclear weapons in every country; and 9
(B) strict and effective international con-10
trol of such dismantlement and elimination; and 11
(3) working with the other nuclear-armed na-12
tions to ensure the verifiable and irreversible elimi-13
nation of all nuclear weapons from all countries, in 14
accordance with the Treaty on the Prohibition of 15
Nuclear Weapons. 16
SEC. 3. UNITED STATES ABOLITION OF NUCLEAR WEAPONS 17
AND CONVERSION OF RESOURCES TO EN-18
ERGY AND ECONOMIC PURPOSES. 19
Beginning on the date on which the President cer-20
tifies to Congress that all countries possessing nuclear 21
weapons have begun the verifiable and irreversible elimi-22
nation of such weapons under the Treaty on the Prohibi-23
tion of Nuclear Weapons, the President shall transfer the 24
funding appropriated for nuclear weapons programs to be 25
used for— 26

(1) purposes related to addressing the climate 1
crisis, including through the development and de-2
ployment of clean, renewable energy sources, by con-3
verting all nuclear weapons industry processes, 4
plants, and programs for such purposes and by re-5
training nuclear industry employees; 6
(2) addressing human and infrastructure needs, 7
such as health care, housing, education, agriculture, 8
and environmental restoration, including long-term 9
radioactive waste monitoring; and 10
(3) actively promote policies to induce all other 11
countries to join in the commitments referred to in 12
paragraphs (1) and (2) to create a more peaceful 13
and secure world. 14
