1919 This Act may be cited as the ‘‘Defense Against 4
2020 Drones Act of 2025’’. 5
2121 SEC. 2. PROTECTION OF PRIVATE PROPERTY FROM UN-6

2424 NGENERAL.—Chapter 448 of title 49, United 8
2525 States Code, is amended by adding at the end the fol-9

3232 ‘‘(a) I
3333 NGENERAL.—Subject to applicable State law 3
3434 relating to the discharge of a firearm, an individual may 4
3535 shoot an unmanned aircraft using a legally obtained shot-5
3636 gun if the individual reasonably believes that such aircraft 6
3737 is flying not more than 200 feet above property owned 7
3838 by the individual. 8
3939 ‘‘(b) R
4040 ETURN OFAIRCRAFT.—An individual may, but 9
4141 shall not be required to, return an unmanned aircraft shot 10
4242 down under subsection (a) to the owner of such aircraft 11
4343 upon request by such owner. 12
4444 ‘‘(c) R
4545 EPORTING.—Not later than 60 days after an 13
4646 event in which an individual shoots an unmanned aircraft 14
4747 under subsection (a) and is able to identify the registra-15
4848 tion number of such aircraft, the individual shall report 16
4949 to the Administrator of the Federal Aviation Administra-17
5050 tion— 18
5151 ‘‘(1) the address at which such event occurred; 19
5252 and 20
5353 ‘‘(2) such registration number. 21
5454 ‘‘(d) R
5555 EGULATIONS.—The Administrator shall issue 22
5656 such regulations as are necessary to carry out this section. 23
5757 ‘‘(e) D
5858 EFINITION OFSHOTGUN.—In this section, the 24
5959 term ‘shotgun’ has the meaning given such term in section 25
6060 921 of title 18, United States Code. 26

6464 ‘‘(f) RULE OFCONSTRUCTION.—Nothing in this sec-1
6565 tion shall be construed to preempt or otherwise have any 2
6666 effect on any State law relating to tort liability or criminal 3
6767 liability for an action taken under subsection (a).’’. 4
