Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Defense Against 4 Drones Act of 2025’’. 5 SEC. 2. Protection of private property from un-1 manned aircraft 2 ‘‘(a) I NGENERAL.—Subject to applicable State law 3 relating to the discharge of a firearm, an individual may 4 shoot an unmanned aircraft using a legally obtained shot-5 gun if the individual reasonably believes that such aircraft 6 is flying not more than 200 feet above property owned 7 by the individual. 8 ‘‘(b) R ETURN OFAIRCRAFT.—An individual may, but 9 shall not be required to, return an unmanned aircraft shot 10 down under subsection (a) to the owner of such aircraft 11 upon request by such owner. 12 ‘‘(c) R EPORTING.—Not later than 60 days after an 13 event in which an individual shoots an unmanned aircraft 14 under subsection (a) and is able to identify the registra-15 tion number of such aircraft, the individual shall report 16 to the Administrator of the Federal Aviation Administra-17 tion— 18 ‘‘(1) the address at which such event occurred; 19 and 20 ‘‘(2) such registration number. 21 ‘‘(d) R EGULATIONS.—The Administrator shall issue 22 such regulations as are necessary to carry out this section. 23 ‘‘(e) D EFINITION OFSHOTGUN.—In this section, the 24 term ‘shotgun’ has the meaning given such term in section 25 921 of title 18, United States Code. 26 VerDate Sep 11 2014 00:13 Mar 20, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1907.IH H1907 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 1907 IH ‘‘(f) RULE OFCONSTRUCTION.—Nothing in this sec-1 tion shall be construed to preempt or otherwise have any 2 effect on any State law relating to tort liability or criminal 3 liability for an action taken under subsection (a).’’. 4 (b) C LERICALAMENDMENT.—The analysis for chap-5 ter 448 of title 49, United States Code, is amended by 6 adding at the end the following: 7 ‘‘44815.
