32 | 32 | | of the enactment of this Act, the Secretary of Homeland 4 |

33 | 33 | | Security, in coordination with the Commissioner of U.S. 5 |

34 | 34 | | Customs and Border Protection (CBP), the Director of 6 |

35 | 35 | | U.S. Immigration and Customs Enforcement (ICE), and 7 |

36 | 36 | | the Director of United States Citizenship and Immigration 8 |

37 | 37 | | Services (USCIS), shall conduct an assessment of staffing 9 |
---|
38 | 38 | | needs at the southern border of the United States. 10 |

40 | 40 | | LEMENTS.—The assessment under subsection 11 |
---|
41 | 41 | | (a) shall include the following: 12 |
---|
42 | 42 | | (1) Reviews of existing staffing models and 13 |
---|
43 | 43 | | methodologies for deploying personnel of CBP, ICE, 14 |
---|
44 | 44 | | and USCIS at the southern border and across the 15 |
---|
45 | 45 | | country, and the effect of continuously relying on de-16 |
---|
46 | 46 | | tails and overtime to temporarily fill staffing gaps. 17 |
---|
47 | 47 | | (2) Factors within and outside of the control of 18 |
---|
48 | 48 | | the Department of Homeland Security that are af-19 |
---|
49 | 49 | | fecting workloads and exacerbating staffing chal-20 |
---|
50 | 50 | | lenges to identify solutions CBP, ICE, and USCIS 21 |
---|
51 | 51 | | can accomplish, as well as solutions that require con-22 |
---|
52 | 52 | | gressional action. 23 |
---|
53 | 53 | | (3) An identification of critical capability gaps 24 |

54 | 54 | | in human resources, new technology integration, and 25 |
