2323 This Act may be cited as the ‘‘Border Workforce Im-4
2424 provement Act’’. 5

3030 (a) S
3131 TUDY.—Not later than 90 days after the date 3
3232 of the enactment of this Act, the Secretary of Homeland 4
3333 Security, in coordination with the Commissioner of U.S. 5
3434 Customs and Border Protection (CBP), the Director of 6
3535 U.S. Immigration and Customs Enforcement (ICE), and 7
3636 the Director of United States Citizenship and Immigration 8
3737 Services (USCIS), shall conduct an assessment of staffing 9
3838 needs at the southern border of the United States. 10
3939 (b) E
4040 LEMENTS.—The assessment under subsection 11
4141 (a) shall include the following: 12
4242 (1) Reviews of existing staffing models and 13
4343 methodologies for deploying personnel of CBP, ICE, 14
4444 and USCIS at the southern border and across the 15
4545 country, and the effect of continuously relying on de-16
4646 tails and overtime to temporarily fill staffing gaps. 17
4747 (2) Factors within and outside of the control of 18
4848 the Department of Homeland Security that are af-19
4949 fecting workloads and exacerbating staffing chal-20
5050 lenges to identify solutions CBP, ICE, and USCIS 21
5151 can accomplish, as well as solutions that require con-22
5252 gressional action. 23
5353 (3) An identification of critical capability gaps 24
5454 in human resources, new technology integration, and 25

5858 streamlined risk management systems across CBP, 1
5959 ICE, and USCIS. 2

6161 EPORT.—Not later than 180 days after the date 3
6262 on which the assessment under subsection (a) is complete, 4
6363 the Secretary of Homeland Security shall submit to the 5
6464 appropriate congressional committees a report that in-6
6565 cludes the following: 7
6666 (1) The findings of such assessment. 8
6767 (2) A description of how the Secretary, the 9
6868 Commissioner of CBP, the Director of ICE, and the 10
6969 Director of USCIS should implement the rec-11
7070 ommendations contained in such assessment. 12

7474 EFINED.—In this section, the term ‘‘appropriate con-14
7575 gressional committees’’ means— 15
7676 (1) the Committee of Homeland Security and 16
7777 the Committee on Appropriations of the House of 17
7878 Representatives; and 18
7979 (2) the Committee of Homeland Security and 19
8080 Governmental Affairs and the Committee on Appro-20
8181 priations of the Senate. 21
