To require an assessement of CBP and ICE staffing at 
the southern border, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Border Workforce Im-4
provement Act’’. 5

SEC. 2. ASSESSMENT ON DHS STAFFING NEEDS AT THE 1
SOUTHERN BORDER. 2
(a) S
TUDY.—Not later than 90 days after the date 3
of the enactment of this Act, the Secretary of Homeland 4
Security, in coordination with the Commissioner of U.S. 5
Customs and Border Protection (CBP), the Director of 6
U.S. Immigration and Customs Enforcement (ICE), and 7
the Director of United States Citizenship and Immigration 8
Services (USCIS), shall conduct an assessment of staffing 9
needs at the southern border of the United States. 10
(b) E
LEMENTS.—The assessment under subsection 11
(a) shall include the following: 12
(1) Reviews of existing staffing models and 13
methodologies for deploying personnel of CBP, ICE, 14
and USCIS at the southern border and across the 15
country, and the effect of continuously relying on de-16
tails and overtime to temporarily fill staffing gaps. 17
(2) Factors within and outside of the control of 18
the Department of Homeland Security that are af-19
fecting workloads and exacerbating staffing chal-20
lenges to identify solutions CBP, ICE, and USCIS 21
can accomplish, as well as solutions that require con-22
gressional action. 23
(3) An identification of critical capability gaps 24
in human resources, new technology integration, and 25

streamlined risk management systems across CBP, 1
ICE, and USCIS. 2
(c) R
EPORT.—Not later than 180 days after the date 3
on which the assessment under subsection (a) is complete, 4
the Secretary of Homeland Security shall submit to the 5
appropriate congressional committees a report that in-6
cludes the following: 7
(1) The findings of such assessment. 8
(2) A description of how the Secretary, the 9
Commissioner of CBP, the Director of ICE, and the 10
Director of USCIS should implement the rec-11
ommendations contained in such assessment. 12

PPROPRIATECONGRESSIONAL COMMITTEES 13

EFINED.—In this section, the term ‘‘appropriate con-14
gressional committees’’ means— 15
(1) the Committee of Homeland Security and 16
the Committee on Appropriations of the House of 17
Representatives; and 18
(2) the Committee of Homeland Security and 19
Governmental Affairs and the Committee on Appro-20
priations of the Senate. 21
