A BILL 
Making continuing appropriations for military pay in the 
event of a Government shutdown. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Pay Our Troops Act 4
of 2025’’. 5
SEC. 2. CONTINUING APPROPRIATIONS FOR MEMBERS OF 6
THE ARMED FORCES. 7
(a) I
NGENERAL.—There are hereby appropriated for 8
fiscal year 2025, out of any money in the Treasury not 9
otherwise appropriated, for any period during which in-10

terim or full-year appropriations for fiscal year 2025 are 1
not in effect— 2
(1) such sums as are necessary to provide pay 3
and allowances to members of the Armed Forces (as 4
defined in section 101(a)(4) of title 10, United 5
States Code), including reserve components thereof, 6
who perform active service during such period; 7
(2) such sums as are necessary to provide pay 8
and allowances to the civilian personnel of the De-9
partment of Defense (and the Department of Home-10
land Security in the case of the Coast Guard) whom 11
the Secretary concerned determines are providing 12
support to members of the Armed Forces described 13
in paragraph (1); and 14
(3) such sums as are necessary to provide pay 15
and allowances to contractors of the Department of 16
Defense (and the Department of Homeland Security 17
in the case of the Coast Guard) whom the Secretary 18
concerned determines are providing support to mem-19
bers of the Armed Forces described in paragraph 20
(1). 21
(b) S
ECRETARYCONCERNEDDEFINED.—In this sec-22
tion, the term ‘‘Secretary concerned’’ means— 23
(1) the Secretary of Defense with respect to 24
matters concerning the Department of Defense; and 25

(2) the Secretary of Homeland Security with re-1
spect to matters concerning the Coast Guard. 2
SEC. 3. TERMINATION. 3
Appropriations and funds made available and author-4
ity granted pursuant to this Act shall be available until 5
whichever of the following first occurs: 6
(1) The enactment into law of an appropriation 7
(including a continuing appropriation) for any pur-8
pose for which amounts are made available in sec-9
tion 2. 10
(2) The enactment into law of the applicable 11
regular or continuing appropriations resolution or 12
other Act without any appropriation for such pur-13
pose. 14
(3) January 1, 2026. 15
