2828 (a) I
2929 NGENERAL.—Not later than January 1, 2026, 3
3030 the Secretary of Homeland Security, acting through the 4
3131 Commissioner of U.S. Customs and Border Protection, 5
3232 shall relocate to the State of Texas the headquarters of 6
3333 U.S. Customs and Border Protection, including the func-7
3434 tions, personnel, and real assets of such headquarters. 8

3636 UTIES ANDPOWERS.—In carrying out the relo-9
3737 cation described in subsection (a), the Secretary of Home-10
3838 land Security, acting through the Commissioner of U.S. 11
3939 Customs and Border Protection— 12
4040 (1) shall collaborate with the Commissioner of 13
4141 the General Land Office of the State of Texas to en-14
4242 sure that the requirement described in subsection (c) 15
4343 is satisfied; and 16
4444 (2) may acquire any right, title, or interest in 17
4545 or to land in the State of Texas through a written 18
4646 contract that is signed by the Secretary and the in-19
4747 dividual who is authorized to convey such right, title, 20
4848 or interest, as the case may be. 21

5050 EADQUARTERSREQUIREMENT.—The relocation 22
5151 described in subsection (a) shall be strategically placed 23
5252 with respect to handling a crisis at the border between 24
5353 the United States and Mexico. 25

5757 (d) LANDTITLE.—Any title to land conveyed to the 1
5858 Secretary of Homeland Security in carrying out the reloca-2
5959 tion described in subsection (a) shall conform to the title 3
6060 approval standards of the Attorney General that are appli-4
6161 cable to land acquisitions by the Federal Government. 5
