To direct the Secretary of Homeland Security to relocate 
to the State of Texas the headquarters of U.S. Customs 
and Border Protection, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘U.S. Customs and Bor-4
der Protection Relocation Act’’ or the ‘‘CBP Relocation 5
Act’’. 6

SEC. 2. RELOCATION OF THE HEADQUARTERS OF U.S. CUS-1
TOMS AND BORDER PROTECTION. 2
(a) I
NGENERAL.—Not later than January 1, 2026, 3
the Secretary of Homeland Security, acting through the 4
Commissioner of U.S. Customs and Border Protection, 5
shall relocate to the State of Texas the headquarters of 6
U.S. Customs and Border Protection, including the func-7
tions, personnel, and real assets of such headquarters. 8
(b) D
UTIES ANDPOWERS.—In carrying out the relo-9
cation described in subsection (a), the Secretary of Home-10
land Security, acting through the Commissioner of U.S. 11
Customs and Border Protection— 12
(1) shall collaborate with the Commissioner of 13
the General Land Office of the State of Texas to en-14
sure that the requirement described in subsection (c) 15
is satisfied; and 16
(2) may acquire any right, title, or interest in 17
or to land in the State of Texas through a written 18
contract that is signed by the Secretary and the in-19
dividual who is authorized to convey such right, title, 20
or interest, as the case may be. 21
(c) H
EADQUARTERSREQUIREMENT.—The relocation 22
described in subsection (a) shall be strategically placed 23
with respect to handling a crisis at the border between 24
the United States and Mexico. 25

(d) LANDTITLE.—Any title to land conveyed to the 1
Secretary of Homeland Security in carrying out the reloca-2
tion described in subsection (a) shall conform to the title 3
approval standards of the Attorney General that are appli-4
cable to land acquisitions by the Federal Government. 5
