A BILL 
To amend title 38, United States Code, to require the Sec-
retary of Veterans Affairs to provide guidance to appli-
cants for grants for comprehensive service programs for 
homeless veterans, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Simplifying Veterans 4
Assistance Act of 2025’’. 5

FOR COMPREHENSIVE SERVICE PROGRAMS 3
FOR HOMELESS VETERANS. 4
Section 2011(e) of title 38, United States Code, is 5
amended— 6
(1) in the subsection heading, by inserting 7
‘‘
ANDPROCESS’’ after ‘‘REQUIREMENT’’; 8
(2) by inserting ‘‘(1)’’ before ‘‘An entity’’; and 9
(3) by adding at the end the following new 10
paragraph: 11
‘‘(2)(A) The Secretary shall make publicly available 12
on an appropriate website of the Department guidance 13
and best practices for entities seeking grants for projects 14
under this section. 15
‘‘(B) After the announcement of a funding notice for 16
grants under this section, and before the application dead-17
line, the Secretary shall offer at least two online informa-18
tion sessions for entities seeking such grants. Each such 19
information session shall— 20
‘‘(i) last for at least one hour; 21
‘‘(ii) include the opportunity for participants to 22
ask questions about the grant application process; 23
‘‘(iii) include an explanation of the specific lan-24
guage in the grant application; and 25

‘‘(iv) provide information about other sources of 1
information about such grants and assistance in ap-2
