A BILL 
To amend title 38, United States Code, to provide for an 
annual increase in stipend for books, supplies, equip-
ment, and other educational costs under Post-9/11 Edu-
cational Assistance Program of Department of Veterans 
Affairs. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Veteran Education As-4
sistance Adjustment Act’’. 5

SEC. 2. ANNUAL INCREASE IN STIPEND FOR BOOKS, SUP-1
PLIES, EQUIPMENT, AND OTHER EDU-2
CATIONAL COSTS UNDER POST-9/11 EDU-3
CATIONAL ASSISTANCE PROGRAM OF DE-4
PARTMENT OF VETERANS AFFAIRS. 5
Section 3313 of title 38, United States Code, is 6
amended— 7
(1) in subsection (c)(1)(B)(iv)(I), by striking 8
‘‘$1,000’’ and inserting ‘‘$1,400’’; 9
(2) in subsection (e)(2)(B)(i), by striking 10
‘‘$1,000’’ and inserting ‘‘$1,400’’; and 11
(3) by adding at the end the following new sub-12
section: 13

OSTS.—With respect to fiscal year 2026 and each subse-16
quent fiscal year, the Secretary shall provide a percentage 17
increase (rounded to the nearest dollar) in the amounts 18
payable under subsections (c)(1)(B)(iv)(I), (e)(2)(B)(i), 19
and (g)(3)(A)(iii), equal to the percentage by which— 20
‘‘(1) the Consumer Price Index for all urban 21
consumers (U.S. city average) for the 12-month pe-22
riod ending on the June 30 preceding the beginning 23
of the fiscal year for which the increase is made, ex-24
ceeds 25
