1818 This Act may be cited as the ‘‘Implementing De-4
1919 creases in Overall Government Expenditures Act’’ or the 5
2020 ‘‘Implementing DOGE Act’’. 6

3333 ISCRETIONARY APPROPRIATIONS ; SECU-3
3434 RITY CATEGORY.—The terms ‘‘discretionary appro-4
3535 priations’’ and ‘‘security category’’ have the mean-5
3636 ings given such terms in section 250(c) of the Bal-6
3737 anced Budget and Emergency Deficit Control Act of 7
3838 1985 (2 U.S.C. 900(c)). 8

4040 XCESS GROWTH PERCENT .—The term ‘‘ex-9
4141 cess growth percent’’ means the percentage in excess 10
4242 of one percent that the total annual appropriations 11
4343 exceeded the previous fiscal year’s annual appropria-12
4444 tions. 13

4646 ONSECURITY DISCRETIONARY APPROPRIA -14
4747 TIONS.—The term ‘‘nonsecurity discretionary appro-15
4848 priations’’ means discretionary appropriations pro-16
4949 vided in a regular appropriation Act that are not in-17
5050 cluded in the security category. 18

5252 EGULAR APPROPRIATION ACT .—The term 19
5353 ‘‘regular appropriation Act’’— 20
5454 (A) means an annual appropriation Act (as 21
5555 described in section 105 of title 1, United 22
5656 States Code) providing new budget authority 23
5757 for the programs, projects, and activities under 24
5858 the jurisdiction of a subcommittee of the Com-25

7474 ESCISSION.—For fiscal year 2026 and each fis-12

7777 tember 30 of the applicable fiscal year for the entire Fed-15
7878 eral Government, there is rescinded, on a pro rata basis, 16
7979 the excess growth percent of the nonsecurity discretionary 17
8080 appropriations made available for such fiscal year. 18
