To provide for across-the-board rescissions of nonsecurity 
discretionary spending, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Implementing De-4
creases in Overall Government Expenditures Act’’ or the 5
‘‘Implementing DOGE Act’’. 6
SEC. 2. ACROSS-THE-BOARD RESCISSIONS. 7
(a) D
EFINITIONS.—In this Act: 8

UDGET AUTHORITY .—The term ‘‘budget 9
authority’’ has the meaning given that term in sec-10

tion 3 of the Congressional Budget and Impound-1
ment Control Act of 1974 (2 U.S.C. 622). 2
(2) D
ISCRETIONARY APPROPRIATIONS ; SECU-3
RITY CATEGORY.—The terms ‘‘discretionary appro-4
priations’’ and ‘‘security category’’ have the mean-5
ings given such terms in section 250(c) of the Bal-6
anced Budget and Emergency Deficit Control Act of 7
1985 (2 U.S.C. 900(c)). 8
(3) E
XCESS GROWTH PERCENT .—The term ‘‘ex-9
cess growth percent’’ means the percentage in excess 10
of one percent that the total annual appropriations 11
exceeded the previous fiscal year’s annual appropria-12
tions. 13
(4) N
ONSECURITY DISCRETIONARY APPROPRIA -14
TIONS.—The term ‘‘nonsecurity discretionary appro-15
priations’’ means discretionary appropriations pro-16
vided in a regular appropriation Act that are not in-17
cluded in the security category. 18
(5) R
EGULAR APPROPRIATION ACT .—The term 19
‘‘regular appropriation Act’’— 20
(A) means an annual appropriation Act (as 21
described in section 105 of title 1, United 22
States Code) providing new budget authority 23
for the programs, projects, and activities under 24
the jurisdiction of a subcommittee of the Com-25

mittee on Appropriations of the House of Rep-1
resentatives; and 2
(B) includes— 3
(i) a title, division, or other subdivi-4
sion of an Act or resolution that, if it were 5
a separate Act, would be an Act described 6
in subparagraph (A); and 7
(ii) a resolution or Act, or a title, divi-8
sion, or other subdivision of a resolution or 9
Act, making continuing appropriations for 10
a fiscal year. 11
(b) R
ESCISSION.—For fiscal year 2026 and each fis-12
cal year thereafter, effective on the day after the date on 13
which appropriations are made available through Sep-14
tember 30 of the applicable fiscal year for the entire Fed-15
eral Government, there is rescinded, on a pro rata basis, 16
the excess growth percent of the nonsecurity discretionary 17
appropriations made available for such fiscal year. 18
