A BILL 
To establish a commission to study the relocation of certain 
agencies outside of the Washington, D.C. metropolitan 
area, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Commission to Relo-4
cate the Federal Bureaucracy Act’’. 5
SEC. 2. AGENCY RELOCATION COMMISSION. 6
(a) D
EFINITIONS.— 7
(1) A
GENCY.—The term ‘‘agency’’ has the 8
meaning given the term in section 551 of title 5, 9
United States Code. 10

(2) COMMISSION.—The term ‘‘Commission’’ 1
means the Commission established under subsection 2
(b). 3

OVERED AGENCY .—The term ‘‘covered 4
agency’’ means an agency that is not a security-re-5
lated agency, as determined by the President. 6

ELEWORK.—The term ‘‘telework’’ has the 7
meaning given the term in section 6501 of title 5, 8
United States Code. 9
(5) W
ASHINGTON, D.C. METROPOLITAN AREA .— 10
The term ‘‘Washington, D.C. metropolitan area’’ 11
means— 12
(A) the District of Columbia; 13
(B) Montgomery and Prince George’s 14
Counties in the State of Maryland; and 15
(C) Arlington, Fairfax, Loudon, and 16
Prince William Counties and the City of Alex-17
andria in the Commonwealth of Virginia. 18
(b) E
STABLISHMENT.—There is established a Com-19
mission to study the relocation of covered agencies based 20
in the Washington, D.C. metropolitan area to other areas 21
throughout the United States. 22
(c) M
EMBERSHIP.—The Commission shall be com-23
posed of— 24

dential Personnel Office; 2
(2) the Director of the Office of Personnel 3
Management; 4
(3) the Comptroller General of the United 5
States; 6
(4) the Director of the Office of Management 7
and Budget; 8
(5) the Secretary of Agriculture; 9
(6) the Secretary of Commerce; 10
(7) the Secretary of Education; 11
(8) the Secretary of Energy; 12
(9) the Secretary of Health and Human Serv-13
ices; 14
(10) the Secretary of Housing and Urban De-15
velopment; 16
(11) the Secretary of the Interior; 17
(12) the Secretary of Labor; 18
(13) the Secretary of Transportation; 19
(14) the Secretary of Veterans Affairs; 20
(15) the Administrator of the Environmental 21
Protection Agency; and 22
(16) the Commissioner of Food and Drugs. 23

EPORT.— 24

(1) IN GENERAL.—Not later than 1 year after 1
the date of enactment of this Act, the Commission 2
shall submit to Congress a report on the study de-3
scribed in subsection (b). 4
(2) F
ACTORS.—In developing the report re-5
quired under paragraph (1), the Commission shall 6
recommend the transfer of covered agencies with 7
consideration of— 8
(A) financial efficiency, including whether 9
the cost of living of an area is below the na-10
tional average; 11
(B) whether an area has adequate pre-ex-12
isting infrastructure and available private land 13
to be used for the purpose of covered agencies; 14
(C) whether an area has existing industries 15
relating to the business of a covered agency 16
that can serve as public and private sector part-17
ners of the covered agency and strengthen the 18
ability of the covered agency to carry out the 19
duties of the covered agency; and 20
(D) whether, at any time during the 5-year 21
period preceding the date of enactment of this 22
Act, a sizeable portion of the workforce of the 23
covered agency has participated in telework. 24
