To revise sections 552, 1461, and 1462 of title 18, United
States Code, and section 305 of the Tariff Act of 1930
(19 U.S.C. 1305), and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Stop Comstock Act’’. 4
SEC. 2. OBSCENE MATERIALS. 5
(a) T
ITLE18.—Part I of title 18, United States 6
Code, is amended— 7
(1) in section 552— 8
(A) by striking ‘‘or indecent’’; and 9
(B) by striking ‘‘or means for procuring 10
abortion, or other articles of indecent or im-11
moral use or tendency,’’; 12
(2) in section 1461— 13
(A) by striking ‘‘Every obscene, lewd, las-14
civious’’ and all that follows through ‘‘Is de-15
clared’’ and inserting ‘‘All obscene materials are 16
declared’’; 17

(A) in the first undesignated paragraph— 6
(i) by striking ‘‘section 230(e)(2)’’ 7
each place that term appears and inserting 8
‘‘section 230(f)(2)’’; and 9
(ii) by striking ‘‘commerce—’’ and all 10
that follows through ‘‘things may be ob-11
tained or made’’ and inserting ‘‘commerce 12
any obscene material’’; and 13
(B) in the second undesignated paragraph, 14
by striking ‘‘matter or thing the carriage or im-15
portation of’’ and inserting ‘‘material’’. 16

ARIFFACT OF1930.—Section 305(a) of the 17
Tariff Act of 1930 (19 U.S.C. 1305(a)) is amended— 18
(1) by striking ‘‘or immoral’’ and all that fol-19
lows through ‘‘unlawful abortion’’; and 20
(2) by striking ‘‘Provided, That the drugs’’ and 21
all that follows through ‘‘Provided further, That the 22
Secretary’’ and inserting ‘‘Provided, That the Sec-23
retary’’. 24
