To provide for an exchange of certain Federal and non- 
Federal land in Artesia, New Mexico, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Caza Ranches LLC 4
and Department of Homeland Security Land Exchange 5
Act of 2025’’. 6
SEC. 2. LAND EXCHANGE. 7
(a) D
EFINITIONS.—In this section: 8
(1) C
ENTERS.—The term ‘‘Centers’’ means the 9
Federal Law Enforcement Training Centers and re-10

ico. 2

EDERAL LAND.—The term ‘‘Federal land’’ 3
means the approximately 160 acres of land in 4
Artesia, New Mexico, generally depicted as 5
‘‘FLETC/DHS Federal Land to be Exchanged to 6
CAZA’’, with the following identification and de-7
scription: 8

DENTIFICATION.—Parcel Number: 4– 9
149–096–266–460. 10

(3) M
AP.—The term ‘‘Map’’ means a map de-13
picting the Federal land and the non-Federal land, 14
as agreed to by the Centers and Caza Ranches LLC. 15
(4) N
ON-FEDERAL LAND.—The term ‘‘non-Fed-16
eral Land’’ means the approximately 160 acres of 17
land owned by Caza Ranches LLC, generally de-18
picted as ‘‘CAZA to be Exchanged to FLETC/DHS 19
Federal Land’’ on the Map, but does not include any 20
subsurface rights to the land vested in a third party, 21
with the following identification and description: 22

ECRETARY.—The term ‘‘Secretary’’ means 3
the Secretary of Homeland Security. 4
(b) E
XCHANGE OFLANDS.— 5
(1) I
N GENERAL.—Upon receiving an offer 6
from the Caza Ranches LLC to convey to the Sec-7
retary all right, title, and interest of the Caza 8
Ranches LLC in and to the non-Federal land, the 9
Secretary is authorized to accept the offer and to 10
convey to Caza Ranches LLC all right, title, and in-11
terest of the United States in and to the Federal 12
land. 13
(2) L
AND TITLE.—Title to the non-Federal 14
land conveyed to the Secretary under this section 15
shall conform to the title approval standards of the 16
Attorney General of the United States applicable to 17
land acquisitions by the Federal Government. 18
(c) E
XCHANGETERMS ANDAPPRAISALS.— 19
(1) I
N GENERAL.—The exchange of Federal 20
and non-Federal lands under subsection (b) shall be 21
subject to the following: 22
(A) Any valid existing rights as of the date 23
of the enactment of this section. 24

(B) Any additional terms and conditions 1
the Secretary determines appropriate to protect 2
the interests of the United States, including 3
with respect to any of the rights referred to in 4
subparagraph (A). 5
(2) C
OSTS.—The costs of carrying out the ex-6
change of lands under subsection (b) shall be shared 7
equally by the Secretary and the Caza Ranches 8
LLC. 9
(3) E
QUAL VALUE EXCHANGE .—The value of 10
the lands exchanged under subsection (b) shall be 11
deemed equal. 12
(4) M
EMORIALIZATION.—All terms and condi-13
tions for the exchange of lands under subsection (b) 14
shall be memorialized in a written exchange agree-15
ment that is signed by Caza Ranches LLC and the 16
Secretary. 17
(d) A
CQUISITION OFLAND FORTRAININGPURPOSES 18

OUNDARYADJUSTMENT.—On acceptance of title to the 19
non-Federal land by the Secretary— 20
(1) the non-Federal land shall be added to and 21
administered as part of the Centers; 22
(2) the Centers shall use such land to erect 23
structures in support of the Federal Law Enforce-24
ment Training Centers’ training mission; and 25

(3) the boundaries of the Centers shall be ad-1
justed to exclude the exchanged Federal land. 2
(e) M
APS, ESTIMATES, ANDDESCRIPTIONS.— 3
(1) M
INOR ERRORS.—The Secretary and the 4
Caza Ranches LLC may, by mutual agreement, 5
carry out the following: 6
(A) Make minor boundary adjustments to 7
the Federal and non-Federal lands involved in 8
the exchange under this section. 9
(B) Correct any minor errors in the Map 10
or any other map, acreage estimate, or legal de-11
scription of any such lands. 12
(2) C
ONFLICT.—If there is a conflict between a 13
map, an acreage estimate, or a legal description of 14
the lands involved in the exchange under this sec-15
tion, the Map shall control unless the Secretary and 16
the Caza Ranches LLC mutually agree otherwise. 17
(3) A
VAILABILITY.—The Secretary shall file 18
and make available for public inspection in the New 19
Mexico headquarters of the Department of Home-20
land Security a copy of the Map and any other map 21
referred to in this section. 22
